Job Description

Human Resources Classification Specialist

Seneca Holdings

• Provide expert guidance to DSCU leadership on classification, position management, and organizational structure issues, ensuring compliance with OPM and DoD regulations. • Review and audit position descriptions (PDs) and organizational structures, identifying discrepancies and making recommendations for improvement. • Oversee classification for positions under AD and GS pay schedules, maintaining accuracy, consistency, and compliance with federal standards. • Conduct position management evaluations to improve work distribution, organizational alignment, and utilization of workforce skills. • Provide advisory services, adjudicate classification appeals, and support DSCU’s collective response to new OPM and DoD classification standards. • Support recruiting, interviewing, hiring, processing, and assignment support and follow up throughout the University, working in coordination with the DSCU HR office.

Job Requirements

  • Bachelor's Degree in Human Resources or related field of study.
  • Minimum of 6 years of progressive HR experience with a strong emphasis on classification and position management.
  • Ability to report on-site to Washington, DC on an as needed basis.
  • Proven expertise in interpreting and applying OPM classification standards, DoD policies, and position management guidance.
  • Demonstrated ability to conduct audits, analyze organizational structures, and provide practical recommendations for improvement.
  • Strong communication and advisory skills, with the ability to clearly explain classification methodologies and their organizational impacts to leadership and managers.
  • Active SECRET security clearance.

Responsibilities: - Design, implement, and optimize automated HR workflows using HiBob and other HR systems. - Lead HR process automation initiatives and identify opportunities to reduce manual work across PeopleOps. - Manage integrations between HiBob and other internal and external systems (ATS, LMS, payroll, finance, and communication tools). - Manage and improve data flows between HR systems, ensuring accuracy, consistency, and reliability. - Execute and oversee data migrations between HR systems with proper quality control. - Participate in HR tech and PeopleOps automation projects, including initiatives involving AI solutions. - Collaborate with HR and other teams to translate operational needs into scalable system and automation solutions. - Provide technical guidance and support to the HR team on system-related processes. Requirements: - Proven hands-on experience working with HiBob. - 3+ years of experience working with HRIS / HR Tech systems. - Hands-on experience using no-code automation tools (e.g., N8N, Make, Slack workflows, Asana workflows, webhooks, triggers) to automate HR processes. - Advanced understanding of APIs and system integrations. - Experience managing integrations and data flows between systems. - Experience executing or supporting data migrations between HR platforms. - Experience working with or implementing AI-based tools. - Strong understanding of the full HR lifecycle — from hiring to compensation. - Strong analytical skills and attention to detail. - English: Upper-Intermediate or higher (spoken and written).
