Job Description – GWAC & Contract Vehicle Program Manager Title GWAC & Contract Vehicle Program Manager Description The GWAC & Contract Vehicle Program Manager is responsible for the day-to-day management, compliance, and strategic growth of BlueAlly Technology Solutions' portfolio of government-wide acquisition contracts and agency-specific contract vehicles. This includes direct program management of the company's GSA Multiple Award Schedule (MAS), the MDA SHIELD IDIQ, and development and planning for NASA Solutions for Enterprise-Wide Procurement (SEWP) contracts. This role serves as the primary program manager and contract liaison for all assigned vehicles, ensuring contract compliance, catalog accuracy, competitive positioning, and strong PMO and Contracting Officer relationships. The ideal candidate combines strong federal contracts knowledge with program management skills and a proactive approach to driving revenue through government contract vehicles. This role reports to the Director of Contracts Management. GSA MAS Contract Management: - Manage all aspects of GSA MAS contract administration including modifications, mass modifications, andoptionyear exercises - Maintain GSA catalog accuracy, pricing updates, and ensure ongoing compliance with GSA policies and regulations - Review and approve GSA sales quoting througheBuyand other ordering platforms - Provide sales team training on GSA contract compliance, ordering procedures, and pricing requirements - Manage the GSA consultant relationship, providing all required information to support reporting requirements, product additions, letters of supply, SIN additions, and labor category updates - Monitor and ensure compliance with GSA Trade Agreements Act (TAA) requirements, Price Reductions Clause, and Industrial Funding Fee (IFF) reporting - Prepare for and support GSA audits, Contractor Assessment Visits (CAVs), and compliance reviews NASA SEWP Contract Management: - Serve as primary program manager forupcoming NASA SEWP VI contract - Act as the primary contract liaison between BlueAlly and the NASA SEWP PMO - Oversee SEWP performance metrics, compliance requirements, and contract modifications - Manage all PMO communications, reporting requirements, and performance rating maintenance - Develop and execute SEWP business strategies for competitive positioning and revenue growth - Manage SEWP catalog maintenance, technology refreshes, pricing strategies, and competitive market analysis - Coordinate with NASA SEWP contracting officers on contract actions and ensure sales team adherence to ordering procedures - Provide sales training on SEWP compliance requirements for both BlueAlly direct and joint venture contracts MDA SHIELD IDIQ Management: - Serve as program manager for the MDA SHIELD IDIQ contract, managing compliance, reporting, and contract administration - Monitor task order opportunities and coordinate with Capture and Proposals teams on pursuit strategy and proposal development - Maintain compliance with MDA-specific requirements, security provisions, and DFARS clauses applicable to the SHIELD vehicle - Manage relationship with MDA Contracting Officer and program office, ensuringtimelyresponses to data calls, modifications, and reporting requirements - Track task order performance, funding status, and contract ceilingutilization - Coordinate with Program Management on active task order execution and deliverable compliance Program Management & Business Development Support: - Assistin task order capture efforts across all assigned contract vehicles and coordinate proposal teams asrequired - Track contract vehicleutilization, revenue performance, and growth opportunities across the full vehicle portfolio - Develop andmaintaincompetitive intelligence on contract vehicle positioning and market trends - Coordinate with Business Developmentand Director of Capturetoidentifyand pursue opportunities through GSA, SEWP, MDA SHIELD, and other assigned channels - Prepare contract vehicle performance reports and briefings for leadership - Ensure seamless coordination between contract vehicle operations and the broader Contracts Management team - Support onboarding ofadditionalcontract vehicles as BlueAlly’s federal portfolio expands Position Requirements – Knowledge & Experience: - 5+ years of experience in federal contract management or program management, with direct experience managing GSA MAS, NASA SEWP, and/or DoD IDIQ contract vehicles - Strong working knowledge of FAR, DFARS, and government-wide acquisition contract requirements - Experience with GSAeBuy, GSA Advantage, SEWP ordering platforms, and associated compliance portals - Demonstrated ability to manage multiple contract vehicles simultaneously whilemaintainingcompliance and performance standards - Experience working with joint ventures, teaming arrangements, and small business contracting programs - Familiarity with DoD acquisition processes and agency-specific IDIQ requirements preferred - Strong analytical skills with ability to develop pricing strategies and competitive positioning - Excellent communication and relationship management skills for coordinating with government PMOs and contracting officers - Proficiencyin Microsoft Office Suite and contract management tools Education: - Bachelor’s degree in Business Administration, Supply Chain Management, Information Technology, or related field; equivalent experience considered - Advanced certifications (e.g., CPCM, CFCM, PMP) are preferred but notrequired Work Conditions - 40-hour week and availability during standard office hours - Location: Remote/Hybrid - Some travel expected - Computer-based position, sitting for extended periods of time (leading/attending virtual meetings)

As a result, the Company seeks to expand its Environmental Team with an energetic and experienced Environmental Manager / Senior Environmental Manager to support multiple large scale linear infrastructure projects in active development, with a focus on the Desert Southwest. Working remotely in or near the Desert Southwest (Arizona preferred), the Environmental Manager will report to the Senior Director of Environmental and collaborate closely with development, engineering, and construction teams.
