• Propel existing programs forward with visionary leadership for CMS clients • Offer thought leadership, reasonable counsel, and operational discipline on existing programs • Help with GDIT's account management for CMS with a specific focus on relationship management and service delivery • Ensure the organization is strategic in future enterprise application and system thought, applying best industry best practices in system planning, implementation, and innovation • Responsible for executing GDIT's strategic initiatives and ensuring compliance with the Affordable Care Act’s (ACA) requirements • Support the Enrollment Community (EC) for CMS’s Federally Facilitated Exchange • Manage project schedules and tasks for development and operations team members, manage work assignments to project and contract scope, and build and maintain client trust • Develop, maintain, and oversee comprehensive project schedules to ensure timely project delivery • Allocate tasks effectively to development and operations team members to align with project and contract requirements • Proactively identify and address potential roadblocks, making adjustments to program plans as necessary • Build and nurture trust with clients by delivering consistent, high-quality results and maintaining open communication • Set realistic expectations and establish transparent lines of communication with all stakeholders • Act as a key point of contact for both internal teams and the client, ensuring alignment on all project goals and deliverables • Demonstrate a Consultant Mindset by identifying challenges, implementing actionable solutions, and fostering continuous improvements • Drive user adoption by engaging with users and delivering value-driven results that align with client expectations • Ensure that all project deliverables meet the required quality standards and comply with regulatory guidelines • Track and report on program metrics, providing data-driven insights to improve program performance

Job Requirements

  • Bachelor’s degree and 5+ combined years of Policy Analyst, Healthcare Operations, and/or other relevant experience
  • 6+ years of Affordable Care Act (ACA) Experience, specifically supporting the Centers for Medicare and Medicaid Services (CMS) Centers Consumer Information and Insurance Oversight (CCIIO)
  • Excellent oral, written and presentation communication skills, with a demonstrated ability to communicate complex technical topics to various stakeholders, management levels, and non-technical audiences, and to independently lead various meetings and technical calls
  • Proven experience successfully managing client relationships
  • Experience leading and managing remote software development teams, including mentoring and providing performance management
  • Knowledge of health care policy, the ACA, CMS Operations, and related issues
  • Experience coordinating with CMS/HHS to prepare for the public release of regulations and guidance related to agency policies and operations
  • Experience creating schedules and timelines, tracking deliverables and metrics, and providing demonstrations and virtual trainings
  • Experience continuously striving for excellence in adapting new technologies, decision making and exceeding expectations
  • Experience with Agile and Waterfall management approaches, industry-best practice patterns, modern data storage techniques
  • Consistent quality performance rated valued or higher (Internal candidates)
  • Candidate must be able to obtain Public Trust clearance
  • Candidate must have lived in the United States at least three (3) out of the last five (5) years
