Role Description The Audacious Project Director is a senior leadership role within Ipas’s Program Support Team (PST), accountable for strategic stewardship, governance, and adaptive results-based management of the Audacious investment across implementation regions and countries. This role manages the Audacious project and helps leverage this investment to strengthen Ipas’s broader strategic plan. The Audacious Project Director will serve as a key integrator and steward of Ipas’s Audacious strategy, ensuring alignment across country strategies, budgets, logic models, results frameworks, and funding scenarios while enabling locally-led decision-making and learning. The Director of the Collaborative Fund is a key member of the global Ipas leadership team, responsible for providing strategic direction, shaping and stewarding Ipas’s grantmaking strategy in alignment with feminist, decolonial, and human-rights–based values. Role Description The Senior MERLA Advisor, Africa acts as a steward of Ipas’s global monitoring, evaluation, research, learning, and adapting (MERLA) framework for Ipas’s global strategic plan. This role works closely with Ipas network nodes across Africa to provide context-specific technical support, facilitate collaboration between nodes, and support MERLA skill strengthening initiatives. Specifically, this role primarily supports Ipas’s African country nodes to: - Onboard and mentor new MERLA hires, including in-person and remote training, guidance, and support on MERLA skills and adhering to Ipas Network Quality Standards. - Provide responsive and proactive technical assistance support to MERLA staff in African country nodes, including in-person and remote support to build MLE plans, develop research and evaluation protocols, develop and test indicators and new data collection tools, train data collectors, and liaise with other Program Evidence and TEX staff to expand project capacity. - Lead/support adaptation to local contexts of global tools, guidance, and processes for data management, analytics, donor reporting, data auditing, and data visualization and use. - Play a key role in ensuring that global monitoring and evaluation is driven by and aligns with country needs and developments in the field. - Lead and/or support across country and regional research to address evidence gaps in the field of abortion and SRHR. - May represent Ipas in regional meetings, conferences, working groups, etc. Qualifications - Masters’ degree in social science or public health discipline, or equivalent professional experience. - 8+ years’ work experience in global reproductive health programs, especially experience in MERLA. - Experience in MERLA for global health programs, especially SRHR; including experience training others in MERLA related skills and processes. - Experience managing research and/or evaluation teams. - Experience using mobile data collection apps using ODK programming, CommCare, or similar programs. - Demonstrated ability to use data for decision-making and quality improvement. - Experience with word-processing, spreadsheet, and presentation software. - Experience with use of databases. - Experience with communicating data to various audiences and use of data visualization software (Power BI, Tableau, Excel, or others). - Fluency in English, excellent written and verbal English, ability to effectively use language translation tools when needed. - Experience working in multiple African countries. - Willingness to travel internationally, primarily in Sub-Saharan Africa, up to 40% time. External relations and resource mobilization - Represent Ipas and its mission in Europe. - Lead in information gathering and sharing and advocacy for reproductive justice in the region, including advocacy with governments and other donors to increase their engagement and funding in reproductive justice. - Build partnerships and maintain robust collaboration with European donors, government agencies, embassies, corporates, impact investors, philanthropies and foundations, INGOs, local organizations, academic and educational institutions, media, and other stakeholders. - Build Ipas Network intelligence on key trends and opportunities in Europe. - Lead new business development initiatives, as per the regional strategic plan. - Oversee external communications, including the website, newsletters, and social media. Strong track record working with government development agencies, international donors, philanthropic foundations, corporates, impact investors and new and innovative financing - with the ability to mobilize significant institutional funding flows. - Experience operating within international organizations and multi-entity structures, with the ability to navigate governance, compliance, and funding oversight requirements. - Proven success in stewardship of funds and program management, including project design, work planning, budgeting, monitoring, and problem solving. - Proven success in raising funds from government donors, foundations, and other sources including corporates, impact investors and new and innovative financing, especially those based in Europe. - Commitment to shared leadership and non-hierarchical working approaches. - Strategic relationship builder with strong stakeholder management skills. Education and experience - Masters level degree or higher preferred, in public health, medicine, international development, gender, policy, public administration, or related studies i.e. International Business Management. - Minimum of 10 years of increasing leadership and management responsibility, with passion and commitment to work in the reproductive health or rights sector. - Previous senior leadership experience, preferably in the SRHR sector and/or for an international NGO. - Understanding of SRHR and especially abortion programming in Africa, Latin America, and Asia – will be preferred. Travel Requirements: - Significant travel primarily within Europe, between 20-30% (domestic, regional, and international). - Physical Demands: Typical office environment. The Ipas Network Risk Service Node is responsible for supporting and providing resources in the areas of risk management, safety and security, internal audit, and ethics. The Network Risk Analyst plays a critical role in strengthening organizational resilience and accountability for Ipas in these areas. This position provides technical and operational support to the Network Risk function, which oversees enterprise risk management (ERM), safety and security, insurance and risk pooling arrangements, internal audit coordination and ethics. The Network Risk Analyst identifies and manages threats to an organization's strategic mission, staff safety, and programmatic impact, especially in areas where complex and/or evolving legal, political, and operational landscapes create higher risk for the organization. In addition, the role supports implementation of the organization’s risk management framework to ensure Ipas can effectively identify, assess, and mitigate risks affecting program delivery, donor compliance, safeguarding commitments, and strategic objectives in diverse and often complex operating environments.Risk Identification & Assessment - Conduct risk assessments considering political, regulatory, financial, and reputational factors in global operations. Identify knowledge gaps among staff and partners on risk, reporting, and organizational accountability - Develop tracking mechanisms to ensure compliance with policies across all offices. - Provide analysis and recommendations to inform risk mitigation plans across country offices and global teams. - Collaborate with the Network Risk Director in identifying digital and physical risk indicators, ensuring that these are managed under one unified strategy. - Partner with the Network Risk Director and BAM/IT Director to ensure physical security protocols (e.g., office access) align with digital security standards (e.g., server room protection). Risk Monitoring, Data Analysis - Maintain and update the enterprise risk register and dashboards, synthesizing operational, financial, and security data while incorporating technical risk summaries provided by the Network Risk Director. Use data visualization tools to communicate complex risk information effectively to non-technical audiences. - Prepare risk reports for senior leadership, board committees, and donors, highlighting key exposures and mitigation progress. - Ensure risk management practices align with donor requirements, international standards, and local regulations in countries of operation. - Collaborate with internal audit and program compliance teams to address risk-based findings. Network and Staff Safety & Security - Analyze risk trends across advocacy, funding, and operational areas to inform strategic planning. - Create and facilitate a network Community of Practice to strengthen safety and security within Ipas implementing areas and across the Ipas Network. - Support teams by collaborating with local HR and Risk contact to coordinate resources such as EAP crisis management when facing adverse safety and/or security concerns. Capacity Building & Awareness - Deliver trainings during onboarding, refresher cycles, and targeted learning sessions tailored to diverse audiences and local context. - Collaborate with HR, Procurement, IT, and Communications teams to integrate risk and accountability into organizational systems.
