Role Description ERM is hiring a remote Environmental Permitting Program Manager embedded with a key technology client. This role will lead environmental due diligence, permitting acquisition, and compliance activities supporting the development and construction of large-scale data center infrastructure projects. This individual will work cross-functionally with legal, design, construction, and operations teams to ensure environmental approvals and permits are obtained on schedule and projects remain compliant throughout the development lifecycle. This is a full-time (40 hours per week) remote limited-term role with a 12-month duration, with a possible renewal. - Lead environmental due diligence efforts for site acquisition and development projects. - Manage environmental permitting acquisition, review processes, and regulatory approvals. - Develop and execute permitting strategies to support data center construction schedules. - Support environmental compliance activities during site acquisition, design, and construction. - Collaborate with internal stakeholders, including legal, design, construction, and operations teams, to drive successful project outcomes. - Identify permitting risks and develop mitigation strategies to minimize schedule impacts. - Coordinate environmental impact assessments, cultural and ecological surveys, and regulatory reviews. - Provide guidance on environmental permitting requirements within the following program areas: - Air quality permitting - Threatened and endangered species compliance - USACE Section 404 permitting - SPCC requirements - Cultural resource compliance - Manage relationships with regulators, consultants, and project teams. - Lead meetings and facilitate cross-functional coordination across project teams. Qualifications - Bachelor’s degree in environmental, Civil, Chemical Engineering, Environmental Science, or equivalent. - 10+ years of environmental permitting and approvals experience, including management of environmental impact assessments, acquisition and approval of permits, new region regulatory reviews, cultural and ecological surveys and approvals, and environmental programs development. - 5+ years conducting environmental due diligence and risk assessments for greenfield and brownfield sites, including environmental site assessments and remediation. - Experience with environmental site assessments and remediation programs. - Experience with mission critical facilities or large-scale construction projects. - Ability to establish and maintain cross-functional and positive working relationships with internal and external teams. - Strong written and verbal communication skills, attention to detail, and high standards for quality of deliverables. - Strong background in project management and the ability to collaborate with multiple stakeholders to drive desired outcomes. - Specific knowledge of environmental permitting programs and requirements including, but not limited to air quality, threatened and endangered, USACE/404 permitting, SPCC, cultural resources, etc. - Working knowledge of remedial investigations, remediation strategies and execution, site conceptual models, and site management plans. - Ability to develop permitting timelines, and identify permitting risks and mitigation. Requirements - Pay Transparency: For the Environmental Permitting Program Manager position, we anticipate the annual base pay of $94,900 –124,245 USD, $45.62/hr – $59.73/hr, limited-term, non-exempt. - An employee’s pay position within this range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs. - This job may be eligible for bonus pay (casual and fixed term/Flexforce employees are NOT bonus eligible). • Contribute directly to the integrity of ERM’s indirect tax processes by supporting compliance • Strengthen documentation and enable informed business decisions • Reduce risk and improve data accuracy • Support audits and reporting across North America and beyond • Prepare and file indirect tax returns including sales & use tax, gross receipts tax, and similar filings • Assist with property tax returns, business license filings, and related compliance activities • Partner with senior team members on indirect tax audits by gathering data, preparing schedules, and coordinating responses • Conduct taxability research and document findings across various indirect tax areas • Provide indirect tax inputs to proposal and pricing teams • Maintain tax documentation, working papers, and internal process guidance • Prepare tax residency certificate requests (Form 8802) and track submissions • Compile and submit Census reporting (quarterly and annual) • Support estimated tax calculations (e.g., PBBIT) and tax payment processing • Maintain tax account reconciliations and rollforward schedules • Respond to internal stakeholder requests for financial and tax-related data • Perform periodic reviews to ensure completeness and accuracy of tax filings • Stay current on regulatory changes and proactively flag updates to the team

• Leads development, maintenance, and optimization of the MS Access front-end and AWS/MariaDB backend. • Manages forms, queries, reporting tables, automation, and ODBC connectivity. • Ensures reporting accuracy, daily refresh processes, performance tuning, and error resolution. • Oversees version control, data integrity, user support, and access/role management.

• Oversees the scheduling, documentation, and management of the IRBs, governance training, and SharePoint repository to include development and maintenance of workflows required for FPAC governance support. • Develops agendas, maintains the agenda backlog, drafts meeting minutes, tracks action item, and prepares other technical documentation. • Maintains Charters, Policies, Processes, Procedures, and Templates. • Facilitates Out-of-Cycle votes and coordination of budget reviews. • Supports business units in defining, compiling, and submitting IT budget requests. • Attends IRB meetings and tracks approved, denied, and on hold IT spend-items. • Reviews MS Excel reports from budgeting groups and compares multiple iterations of Spend Plan reports. • Maintains KPI reports.

• Develops and validates business cases, artifacts and data supporting investment health, performance and departmental reviews • Analyzes spend plan and contract data to align investment projects • Ensures EVM approaches align with traditional and agile development models • Drafts AAR Cover Memos and completes AAR shells in AgMAX 2.0

• Supports the Program Manager in leading all IT Financial Management activities • Ensures accurate Spend Plan Management and IAA oversight • Financial data reporting • Multi-year budget support aligned with FPAC's complex shared-cost model • Oversees financial planning, IAA execution, redistribution of funds, and multi-FY spend planning • Produces Monthly Statistical Reports, KPI reports, audits, and operational metrics • Ensures timely updates to the BOB Financial Database and related reporting • Coordinates with Budget, Working Capital Fund processes, and cost performance tracking

• Leads CPIC and Portfolio Management support activities and oversees Capital Planning Analysts and SMEs identified in the PWS resource estimates. • Primary interface with federal Capital Planning leadership. • Oversees development, maintenance, and quality of Business Cases (OMB300 equivalents), EVM reports, AAR submissions, and Investment Manager support. • Ensures alignment with OMB guidance, IT governance processes, and Investment lifecycle activities. • Manages Strategic Planning, Budget Formulation, Spend Planning, and Investment Re‑baselines.

• Primary interface with the COR, Contracting Officer, and federal leadership • Provides coordination between Task 1 Lead and Task 2 Lead • Oversees development of required contract deliverables (e.g., Program Management Plan, Monthly Work Plans, Status Reports, Transition Plans) • Ensures adherence to federal IT lifecycle guidance, FITARA, TBM, and CPIC processes • Manages all contractor personnel and ensures compliance with quality, security, and schedule requirements

• Support sustainability and product compliance client project delivery and solution enhancement initiatives • Enable innovative solutions for SAP EHS and Product Compliance within S/4HANA • Collaborate with global teams to develop and implement solutions • Build integrations between SAP S/4HANA and cloud applications
