• Leads CPIC and Portfolio Management support activities and oversees Capital Planning Analysts and SMEs identified in the PWS resource estimates. • Primary interface with federal Capital Planning leadership. • Oversees development, maintenance, and quality of Business Cases (OMB300 equivalents), EVM reports, AAR submissions, and Investment Manager support. • Ensures alignment with OMB guidance, IT governance processes, and Investment lifecycle activities. • Manages Strategic Planning, Budget Formulation, Spend Planning, and Investment Re‑baselines.

• Elicit and Document Requirements • Collaborate with stakeholders and Product Owners to gather detailed business requirements • Translate business needs into clear, concise user stories and functional specifications • Conduct thorough analyses of business process and workflows • Develop and refine user stories and acceptance criteria • Continuously update and prioritize the product backlog • Facilitate backlog refinement sessions with the development team • Act as a key liaison between the Product Owner, development team, and other stakeholders • Communicate complex concepts and requirements clearly • Support the development team in creating and executing test plans • Facilitate user acceptance testing

• Consistently performs analysis and translates business needs to create high-quality Business Requirements and Functional Specifications documentation • Ensures end-to-end traceability of requirements is complete • Conducts impact analysis of technology changes on business processes and existing technology • Completes project activities on time and within budget, and proactively identifies and communicates issues that may jeopardize milestones or project budget • Guides and advises less-experienced Business Analysts

• Conduct the annual Health Risk Survey to support needs identification for the member’s Individual Plan of Care • Inform the assigned care manager of newly identified health/safety risks or service needs • Complete care coordination activities delegated by the care manager within an established timeframe • Inform the assigned care manager and/or associate manager of any identified quality of care issues • Passionately support the member’s care coordination needs and drive solutions to address those needs • Use problem-solving skills to find alternative contact information for members who are unreachable by care management • Adhere to case management and quality management processes in compliance with regulatory and accreditation guidelines and company policies
