Purpose The Program Manager, HSPRS, is a key member of the Program Implementation team. This position is responsible for managing program delivery and directly supervising a team of geographically disbursed case managers whose primary responsibility is conducting Post Release Services (Level 1 and 2) and Home Studies as assigned. The Program Manager is responsible to ensure a high performing and well-supported team. This position is responsible to promote service delivery that is trauma-informed, strengths-based and culturally and linguistically appropriate, while maintaining compliance with core policies and procedures. The position is also responsible to engage with community stakeholders to promote effective relationships that facilitate access to resources for clients. Responsibilities Program Implementation - Maintain up-to-date knowledge on ORR Policy and Procedures and CWS policies and procedures. - Ensures compliance as it relates to the delivery of Post Release Services and home studies (as assigned) with attention to timeliness and accuracy of core service delivery. - Manages the oversight of virtual and in-person PRS services. - Manages the oversight of home studies, as assigned. - Supports team to reach capacity goals, assign and manage caseloads. - Reviews and approves all PRS reports in a timely manner and ensures quality of care to clients. - Ensures timely submission of required Notices of Concerns, reports and other documentation to the donor. - Supports staff in responding appropriately to crisis situations (abuse, trafficking, exploitation, etc.) that arise and seeks technical support as needed. - Identifies and reports trends in service delivery. - Actively participates in network meetings and activities and contributes to content creation that is responsive to client needs and trends. - Ensures staff meet donor requirements and satisfactory completion of required trainings. - Contributes content to training and standard operating procedures and socializes changes timely to ensure compliance with ORR and CWS expectations. - Conducts monitoring efforts for core service delivery and leads the response efforts to address gaps in compliance that may arise. - Prepares for monitoring by CWS and ORR and responds accordingly to monitoring reports and corrective actions, as needed. - Works collaboratively with HSPRS team to create and implement continuous quality improvement initiatives. - Provides data for quarterly and annual reporting to the donor. Community Engagement: - Oversees resource linkage and ensures resources are viable and relevant - Elevates the visibility of the HSPRS program within the local communities in the areas of their geographic responsibility to increase access to supportive services for clients - Conducts outreach and education among local service providers and systems to improve awareness and understanding of population and PRS services. People Management: - Promotes positive team morale, staff safety and well-being. - Provides direct supervision to a team of 8-10 Case Managers and creates opportunities for mutual sharing of expertise across teams. - Supports direct reports to create goals, learning and development and manage performance. - Leads hiring efforts for vacant positions as needs arise. Other: - Serves as a mandated reporter and ensure reporting of suspected abuse or neglect in accordance with CWS policies and procedures. - Other duties as assigned. Qualifications Experience - Minimum of three years of experience conducting home studies and writing assessment reports, working with children and youth, family reunification/ preservation, and or foster care/child welfare and previous work experience and interest working with foreign born populations is required. - A minimum of one year of prior supervisory experience required. - Experience supervising large teams geographically disbursed highly preferred. - Demonstrated experience building and maintaining external partnerships required. Skills - Fluency in written and verbal English and Spanish required. - Superior written and verbal communication skills. - Ability to track and analyze data and adjust plans to ensure performance. - Strong writing skills. - Proficient in Microsoft Office applications. - Experience using database for client record keeping. - Organized and ability to work in a fast-paced, high-pressure environment. - Strong organizational skills and ability to remain nimble, flexible and manage competing priorities in a fast-paced, high-pressure environment. Purpose Primary Purpose: The Pre-Arrival Processing Officer is responsible for promoting high quality pre-arrival services across the CWS resettlement network. The Pre-Arrival Processing Officer will act as CWS’ focal point for assurances, travel, and post-arrival SIV walk-in processing. This position liaises with the International Organization for Migration (IOM) and CWS resettlement network regarding newcomers’ travel arrangements and arrival information on a daily basis and ensures all assurances and case changes are reflected in CWS’ case management database. The position monitors the changing needs of the U.S. Refugee Admissions Program (USRAP) by analyzing trends of local resettlement agency arrivals and supporting an even flow of arrivals to local offices. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to carry assignments through to completion. Strong attention to detail, problem solving and customer services skills are essential to this position. This position is anticipated to be funded through September 30, 2026. Responsibilities Essential Duties: - Process all Advance Booking Notifications (ABNs), domestic bookings, travel cancellations and deletions, departure notices, and rebooking notifications received from the International Organization for Migration. Vet and submit all post-arrival SIV walk-in requests to the Office of Refugee Resettlement (ORR). - Process all Amended Assurance and Case Change reports for the CWS network on a daily basis. - Process assurances and export data files to the Refugee Processing Center (RPC). - Assist the Deputy Director of Pre-Arrival Services with reconciling arrivals with ORR monthly. - Liaise with the International Organization for Migration (IOM) to secure accurate and timely information on newcomer case movements from their overseas locations to the United States. - Collect after-hour contact (AOC) information from the CWS network and maintain contact list on IOM’s AOC Portal. - Liaise with local resettlement agency and IOM staff to ensure the timely submission of medical, and ground transportation handover information. - Maintain up-to-date self-education about the Program for Initial Resettlement (PIR) and develop specific expertise in assigned aspects of resettlement programming. Role Description As part of the CWS National Legal Department, the Program Officer, Legal Services, works closely with the Associate Director of Legal Services to support CWS’s network of local immigration legal programs. The Program Officer plays a key role in strengthening operational excellence, compliance infrastructure, and program quality across the Legal Department. Role Description CWS seeks a Staff Attorney to provide technical assistance in CWS’s programs, including ORR eligible populations such as refugees, Cuban/Haitian entrants, and humanitarian parolees. The Staff Attorney assumes a strategic role and supports programs teams to ensure that legal guidelines and mechanisms are effectively and systematically considered and applied to all relevant dimensions of CWS programming. This position reports to the Director of Legal Immigration Services and is responsible for providing technical guidance to various teams in a goal-oriented manner that delivers excellent results and expands CWS’s legal work. The incumbent is responsible for providing technical assistance and materials generation to CWS’s network of local and affiliates offices on a wide range of legal services, including but not limited to asylum, TPS, EADs, removal proceedings, family petitions, know your rights, and legal orientations. Purpose We are seeking a dynamic, mission‑driven National Campaign Strategist & Organizer to lead a comprehensive, faith‑sensitive, justice‑focused national movement supporting and defending immigrants and refugees across the United States. This role will shape national strategy, build coalitions, and strengthen the capacity of local and national partners to drive coordinated, impactful action. The ideal candidate has deep experience mobilizing faith and social‑justice communities, leading multi‑stakeholder advocacy campaigns, and empowering grassroots networks. This is a full‑time position expected to last at least one year, with a strong likelihood of extension. Responsibilities Campaign Strategy & Leadership - Design and lead a comprehensive national campaign strategy rooted in justice, community empowerment, and faith‑sensitive engagement. - Develop a clear campaign arc, including pre‑launch planning, momentum building, sustained engagement, narrative development, and creation of campaign collateral and tools. - Define and implement a ladder of engagement for diverse stakeholder groups, ensuring meaningful pathways for involvement. Network & Coalition Building - Build, strengthen, and support relationships with faith‑based partners, advocacy organizations, grassroots groups, and multi‑sector coalitions. - Facilitate collaboration among grassroots and grasstops leaders to advance unified strategies and shared objectives. - Expand and deepen a national network committed to defending and uplifting immigrants and refugees. Organizing & Mobilization - Lead the development of organizing initiatives that equip community members and partners with needed resources, tools, and training. - Coordinate and support community and partner training programs, ensuring organizers are well‑prepared to mobilize supporters. - Guide stakeholders through complex coalition environments and community‑based campaign efforts. Communications & Narrative Strategy - Oversee creation and execution of communications strategies that amplify campaign messages and align with broader goals. - Develop narrative frameworks, messaging, and campaign materials to drive public engagement and awareness. - Ensure consistent and compelling storytelling across all campaign channels. Project, Budget & Collaboration Management - Manage campaign budgets, contracts, timelines, and workstreams across internal and external teams. - Lead cross‑team coordination to ensure timely development and deployment of campaign activities. - Maintain operational excellence while driving strategic growth and impact. Purpose The Senior Case Manager, Virtual Integration Services provides culturally humble and client-centered services to support 100 % virtual case management for newcomers across diverse geographies in the U.S. The role accompanies newly arrived immigrants or recently granted asylees facing barriers to access the tools, information and services they need to thrive in their communities. The position conducts outreach, virtual screening, assessment, case management, resource creation and service coordination referrals through unique, individual case management plans, in line with program guidelines. This role also supports the timely administration of rental assistance in line with funder requirements. In many cases, the role may coordinate with other ORR service providers, immigration legal service providers and other community-based organizations to coordinate continuum of care and help program participants meet their needs and achieve self-sufficiency goals. Additionally, the position will conduct research and outreach to a wide array of community service providers to advocate for access for clients to promote local integration in a diverse number of locations. The VIS team frequently serves Dari, Haitian Creole, Spanish and Pashto speakers. Fluency in these or other refugee languages is desired. This is a grant funded position through the Preferred Communities Supplemental funding and is expected to last through September 29, 2026 Responsibilities - Handle complex and difficult, or crisis case situations. - Conduct comprehensive assessments for clients with varying needs - Develop support plans and coordinate services required with in-house programs and various outside agencies - Document all contacts and services in client case files and maintain case note logs. In addition to documenting all services, record clients’ public assistance usage. Complete all required reports. - Advocate for clients to ensure the client applies for all federal, state, local or non-governmental programs for which the client qualifies. Provide support and crisis intervention when needed. - Keep informed about client immigrant issues, changing federal policies and available services to clients, using current information to better identify and serve clients. - Establish and maintain strong relationships with community agencies, social services and professional providers. - Continuously monitor complex progress and evaluate effectiveness of support plans and recommend changes as needed. - Perform all duties in a culturally and linguistically appropriate manner. - Undertake other duties as assigned. - Must be 21 years of age.
