• Develops and executes the Proposal Management department strategy in alignment with commercial, operational, and organizational priorities • Leads transformational initiatives that improve operational effectiveness, scalability, customer experience, and business outcomes across multiple teams and functions • Identifies opportunities to enhance departmental performance through innovation, standardization, and continuous improvement • Partners with commercial leadership to support business growth, customer satisfaction, and achievement of revenue and order targets • Establishes performance expectations and accountability measures that drive operational excellence and business results • Builds and maintains a high-performing management team through coaching, mentoring, succession planning, and leadership development • Leads global proposal management operations supporting multiple service lines, business units, and geographic regions

Job Requirements

  • Bachelor’s degree and 12 or more years of direct CRO experience in commercial, operations or labs
  • Associate's degree and 14 or more years of direct CRO experience in commercial, operations or labs
  • High School Diploma/GED equivalent and 16 or more years of direct CRO experience in commercial, operations or labs
  • 7 or more years in a supervisory role (preferred)
  • 2 or more years’ experience leading complex operational or commercial functions with accountability for performance, resource allocation, and business outcomes (preferred)

Role Description Seeking an experienced Proposal Manager to lead the full lifecycle of federal government proposals, from opportunity qualification through final submission. The ideal candidate will manage multiple proposals, ensure compliance, and collaborate with business development, capture, and technical teams to deliver winning proposals. - Manage end-to-end federal proposal development (RFPs, RFIs, RFQs, Sources Sought, Task Orders). - Develop proposal schedules, compliance matrices, and review plans. - Write, edit, and review proposal content, including executive summaries, technical approaches, staffing plans, past performance, and resumes. - Coordinate kickoff meetings, color team reviews, and final submissions. - Maintain proposal libraries, templates, and reusable content. - Support capture planning, win strategies, and business development efforts. - Ensure proposals are compliant, high quality, and submitted on time. Qualifications - Bachelor's degree or equivalent experience. - 5+ years of federal proposal management and writing experience. - Experience supporting federal contractors (small business preferred). - Strong knowledge of FAR/DFARS and federal procurement. - Experience with IDIQs, GWACs, and rapid-turnaround proposals. - Shipley methodology experience/certification preferred. - Proficient with Microsoft Office, Teams, and SharePoint.
