Job Requirements
- Bachelor’s degree in Business, Public Administration, Finance, or a related field
- Associate’s degree with additional relevant experience may be considered
- Minimum 2 years of federal contract support or administrative experience
- Experience in a 1102-series role, federal internship, or acquisition-support contractor environment preferred
- Familiarity with PRISM, EAS, or other HHS-specific systems is a plus

• Lead the full contract lifecycle for complex financial institution agreements, including vendor contracts, MSAs, SaaS, SOWs, NDAs, amendments, renewals, and terminations • Review, redline and negotiate contract provisions related to business terms and service levels • Ensure contracts meet financial institution regulatory requirements and internal policies related to third-party risk management • Partner closely with Legal, Compliance, Risk, Information Security, Procurement, and business stakeholders to assess and mitigate contractual risk • Identify non-standard terms and escalate higher-risk issues • Maintain accurate contract records and workflows within a contract lifecycle management (CLM) system • Track key contract obligations, renewal dates, and termination rights to capture key data • Contribute to the development and organization of clause libraries and negotiation playbooks • Provide guidance to stakeholders on contract requirements, policies, and regulatory expectations • Support continuous process improvement initiatives
• Support the full acquisition lifecycle on behalf of the federal agency’s Office of Acquisition Services, including pre-award planning; solicitation development; proposal and quote evaluation; and post-award contract administration. • Conduct and document market research and support acquisition planning for assigned requirements. • Draft and edit solicitation documents, including RFPs, RFQs, IFBs, and Combined Synopsis/Solicitations. • Support technical and past performance evaluations, assist with scoring, negotiation objectives, and award documentation. • Process contract modifications and support post-award administration, including option exercises and de-obligations. • Maintain complete, accurate procurement files and submit them within required agency timeframes. • Prepare status reports and support recurring meetings with the Contracting Officer's Representative (COR).
• Negotiate directly with assigned sites on all site related contracting items including clinical trial agreements, budgets, payment terms, ancillary agreements and amendments. • Partner with internal Study Startup team, CROs, Clinical Operations teams, and TAU partners to improve overall SB&C metrics and deliver processes. • Ensure standards are applied to the SB&C processes across projects. • Leverage leading industry tools and data sources to provide budget and contract feedback aligned with parameters and fair market value guidance. • Promptly recognize and improve potential delays and escalate to appropriate team members. • Track all actions and negotiations to ensure timelines are achieved for studies and sites assigned. • Support resolving escalated issues identified by the site activation sub-team in partnership with the internal Study Startup team.
