• Provide program and project management support for NWS portfolios, programs, and IT projects • Support planning, execution, monitoring, and closing of projects in accordance with project management principles • Develop and maintain project schedules, Integrated Master Schedules (IMS), risk registers, and status reports • Track cost, schedule, scope, performance metrics, risks, and action items • Support Capital Planning and Investment Control (CPIC) activities, including investment reporting, baseline change requests, and data calls • Prepare and maintain project artifacts such as plans, briefings, reports, charters, SOPs, and business process documentation • Facilitate and support governance forums, IPT meetings, and stakeholder reviews • Assist with budget formulation, execution tracking, and financial reporting • Support acquisition activities including RFIs, SOWs, RFPs, and procurement documentation (non-inherently governmental) • Provide clear, concise written and verbal communications to technical and executive-level stakeholders • Support audits, independent assessments, and continuous process improvement initiatives

Role Description This is a full-time remote position in the Office of Data, Research, Evaluation and Measurement, Department of the Chief Program Officer. This virtual opportunity can be performed from any duty station. Pay will be determined based on the duty location of the position. Remote employees will receive the locality rate associated with the location of their remote worksite, typically the employee's place of residence. The Program Analyst (Business Analyst) is responsible for leading analysis, testing and documentation supporting integration of transactional systems with the AmeriCorps Information Model (AIM). This role ensures that business requirements are accurately translated into system functionality, supports system integration initiatives, and strengthens operational consistency through development of standard operating procedures (SOPs) and business documentation. The analyst works cross-functionally with program offices, OIT, and external vendors to ensure systems effectively support the priorities and mission of the agency and ODAI. - Analyzes and documents current-state (AS-IS) and future-state (To-Be) business processes. - Identifies process inefficiencies, risks, and opportunities for automation or improvement. - Aligns business processes with federal requirements, internal controls, and best practices. - Leads development and execution of test strategies, test plans, and test cases for related applications and platforms. - Conducts functional, integration, and user acceptance testing (UAT). - Coordinates testing activities across offices, ensuring alignment with mission and operational needs. - Identifies, documents, and tracks defects; works with teams to resolve issues. - Validates that system enhancements meet business requirements, policy guidance, and federal regulations. - Supports release management, including go-live readiness, and post implementation validation. - Develops, maintains, and standardizes Standard Operating Procedures (SOPs) for business processes and system usage. - Ensures SOPs reflect current policies, system functionality, and internal controls. Qualifications - Applicants must have one year of specialized experience comparable in scope and responsibility to the lower range of the NY-02 band, which is equivalent to the GS-11 level in the Federal service. - Specialized experience includes: - Analyzing and documenting current-state (AS-IS) and future-state (To-Be) business processes; - Identifying process inefficiencies, risks, and opportunities for automation or operational improvement; developing business requirements documentation; - Planning and/or conducting functional, integration, or user acceptance testing (UAT); - Ensuring business processes and system solutions align with organizational requirements, internal controls, and applicable federal policies or regulations. - Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). - Volunteer work helps build critical competencies, knowledge, and skills that can provide valuable training and experience that translates directly to paid employment. - You will receive credit for qualifying experience, including volunteer experience. - Such experience must be clearly documented in the applicant's resume.

• Perform account reconciliations, journal entries, financial reporting, and variance analysis. • Assist with budgeting, grant tracking, and internal and external audits. • Oversee daily administration and compliance of MCHC's 340B Program. • Monitor HRSA regulations, complete annual recertification, and ensure ongoing program compliance. • Conduct and coordinate internal and external 340B audits and implement corrective actions. • Analyze program performance, prepare financial and operational reports, and identify opportunities for improvement. • Collaborate with Finance, Compliance, Information Systems, and operational leaders to optimize program performance. • Manage contract pharmacy relationships, monitor billing and inventory processes, and troubleshoot operational issues. • Support Ryan White reporting and monthly 340B financial reconciliations.
