Chief Technology Officer – CTO

• Define and execute the company’s long-term technology strategy, ensuring alignment with business objectives and growth plans • Provide executive leadership over software development, architecture, infrastructure, and data initiatives • Lead and mentor a distributed team of engineering leaders, developers, and third-party partners • Establish and enforce best practices for software development, system architecture, security, and scalability • Partner with business stakeholders to translate strategic initiatives into technology solutions and roadmaps • Oversee system modernization efforts, including cloud strategy, platform optimization, and technical debt reduction • Ensure high availability, performance, and security of all technology systems and applications • Evaluate and implement emerging technologies to maintain competitive advantage • Develop and manage technology budgets, vendor relationships, and resource allocation • Drive data strategy, analytics capabilities, and business intelligence alignment across the organization • Establish KPIs and metrics to measure technology performance and business impact • Foster a culture of innovation, accountability, and continuous improvement within a remote environment • Ensure compliance with data privacy, regulatory, and cybersecurity standards • Collaborate with cross-functional teams including Product, Operations, Finance, and Business Development • Support partnership initiatives from a technical due diligence perspective, as applicable • Perform other duties as required.

Job Requirements

  • Bachelor’s degree in Computer Science, Engineering, or related field (Master’s preferred)
  • 15+ years of experience in software development and technology leadership
  • 10+ years of experience leading engineering teams, including senior leaders
  • Proven experience in SaaS, enterprise platforms, or multi-tenant systems
  • Experience with Microsoft technology stack (.NET, SQL Server, Azure)
  • Advanced knowledge of Classic ASP
  • Experience with C# .Net on MVC Framework with Entity Framework
  • Strong background in modern software architecture (e.g., cloud-native, microservices, APIs)
  • Prior executive leadership experience (C-level or VP-level)
  • Familiarity with legacy system modernization (e.g., Classic ASP to modern frameworks)
  • Experience scaling technology platforms and teams in high-growth environments
  • Deep understanding of cybersecurity, data governance, and compliance frameworks
  • Experience managing remote and globally distributed teams
  • Strong business acumen with the ability to align technology with revenue and operational goals
  • Advanced Degree in Computer Science or related field (preferred)
  • Experience in retail, home improvement, marketplace platforms, or partner ecosystems (preferred)
  • Prolonged periods of sitting at a desk and working on a computer (physical requirement).

Role Description Le service Culturel est composé de trois secteurs : Livre, lecture et petite enfance, Spectacle vivant et Développement de la lecture et du numérique. Ce dernier anime et met en place des projets de diffusion de la culture numérique auprès de tous les publics en lien avec les partenaires du territoire, en mettant les artistes et la création au coeur de ses propositions. Il anime le réseau des médiathèques du territoire. Il a également en charge le suivi et l'accompagnement des structures et festivals cinéma et arts visuels subventionnées par le Conseil Départemental. Sous la responsabilité de Responsable du secteur Développement de la lecture et du numérique et en lien avec le Chargé de projets numériques, vos missions seront les suivantes : - Contribuer à la conception et à la réalisation des actions et projets en matière de diffusion de la culture numérique et d'accompagnement des publics - Piloter le projet Mallapixels, dans l'ensemble de ses composantes : développement de parcours de médiation, suivi technique et logistique, liens avec les partenaires et les artistes, animation du site internet - Assurer l'animation du fablab interne la Sallapixels, avec des propositions de formation et de médiation auprès des partenaires culturels et des agents de la collectivité - Accompagner les publics autour des usages numériques - Concevoir et animer des ateliers réguliers d'initiation - Assurer la logistique et la maintenance de premier niveau des différents objets et outils numériques - Réaliser une veille documentaire et technique sur les supports de médiation numérique et des fiches techniques et pédagogiques - Mettre en place et suivre le développement et l'utilisation d'outils numériques collaboratifs - Suivre les évolutions de la création numérique pour identifier les artistes dont les oeuvres peuvent intégrer la Mallapixels, et suivre les commandes passées auprès des artistes - Participer à la vie du service - Être force de propositions quant aux ressources numériques développées Qualifications - Vous êtes titulaire d'un diplôme de BAC à BAC +2 ou titulaire de la fonction publique dans la filière administrative sur le grade de rédacteur ainsi que d'une expérience professionnelle d'au minimum 1 an sur un poste similaire. - Vous disposez d'une bonne culture numérique et êtes sensible aux cultures libres. - Vous avez connaissance des lieux et réseaux de médiation numérique (médiathèques, makerspaces, fablabs...) et des connaissances techniques de base sur les outils type fablab (imprimante 3D, découpe vinyle, Arduino...) et des logiciels correspondants. - Vous disposez des connaissances de base de l'utilisation de matériel de prise de vue numérique. - Vous avez des notions linux, d'HTML/CSS et autres langages web.
