Role Description Reporting to the Director, Proposal Strategy & Management, the Medicaid Proposal Operations Manager leads the end-to-end execution of Medicaid RFX responses (RFPs, RFIs, RFAs) across all lines of business. This role translates capture strategy into disciplined, compliant, and high-quality proposals that are compelling, accurate, and submission-ready. The Medicaid Proposal Operations Manager is highly visible and hands-on, serving as the central integrator across capture, solution design, writing, production, and implementation hand-off. It requires strong Medicaid expertise, exceptional communication skills, rigorous attention to detail, and the ability to lead complex, fast-paced efforts involving executive and cross-functional stakeholders. This is a 100% Remote position but we prefer you live in EST or CST time zones. Responsibilities - End-to-End Proposal Leadership - Own assigned Medicaid RFXs from kickoff through submission, orals/BAFOs, post-award debriefs, and commitment hand-off. - Independently manage small to mid-sized procurements; co-lead large, multi-volume RFXs with the Director, Proposal Management. - Develop and maintain proposal schedules, compliance matrices, decision logs, risk/issue logs, and traceability tools. - Ensure alignment across strategy, solution design, pricing, and narrative throughout the proposal lifecycle. - Proactively identify risks and escalate with clear options and recommendations. - Stakeholder and Communication Leadership - Lead efficient, decision-focused status and working meetings, often at high frequency during peak periods. - Serve as the primary point of contact for proposal-related communications, ensuring clarity, consistency, and documentation. - Coordinate and manage RFX Q&A, amendments, and addenda, translating impacts into clear, actionable guidance for stakeholders. - Partner closely with executives, health plan leaders, SMEs, consultants, and functional teams to secure timely decisions and alignment. - Compliance, Quality, and Submission Excellence - Conduct detailed RFX analysis covering submission requirements, mandatory forms, evaluation criteria, and scoring. - Enforce disciplined compliance and quality processes, including Shipley-style color reviews, version control, and document standards. - Ensure consistency and accuracy across all volumes, forms, and attachments, and capture all commitments for operational hand-off. - Oversee electronic and/or physical production and submission, ensuring error-free, professional, and on-time delivery. - Debrief and Continuous Improvement - Support or lead post-award debriefs, synthesizing feedback to strengthen proposal processes, tools, and templates aligned with best practices. - Flexibility and Workload Management - Adjust work hours as needed to meet non-negotiable deadlines. - Maintain composure and sound judgment under pressure while modeling realistic planning and healthy escalation practices. Qualifications - Bachelor’s degree or equivalent and relevant experience. - At least five (5)+ years of proposal, capture, or complex program management experience in healthcare, preferably Medicaid managed care. Requirements - Proven success leading cross-functional teams and owning end-to-end proposal outcomes. - Strong Medicaid program knowledge. - Exceptional written and verbal communication skills for diverse audiences. - Demonstrated attention to detail, document control discipline, and compliance rigor. - Advanced proficiency with Microsoft Office and collaboration/project management tools. - Shipley proposal management training or certification. - Experience leading large, multi-state Medicaid RFPs and managing concurrent RFXs. - Familiarity with pre-RFX shaping and partnership strategies.
