Role Description The Program Specialist serves as the subject matter expert and records liaison for administrative records in the Support Services Division (SSD) of the Veterans Benefits Administration Regional Office (RO), in San Juan, PR. Due to high volume of applicants, the first 75 applicants will receive first consideration. Additional applicants, beyond the first 75, may be considered, upon management's request. Responsibilities - Apply knowledge of all the organizations, divisions, services, and programs of the VA Regional Office to handle incoming requests. - Analyze information and respond appropriately to inquiries. - Organize and track issues. - Ensure correct responses and information are provided in accordance with division and regional office protocols. - Advise others on issues and provide assistance when necessary. - Follow-up to ensure all issues are resolved appropriately. - Make program recommendations and changes to policies, procedures, and practices based on information received and issues that arise. Requirements - Applicants must meet all requirements by the closing date of this announcement: 07/09/2026. - TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements. - For a GS-9 position, you must have served 52 weeks at the GS-7 level. - An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. - Specialized Experience: One (1) year of Specialized Experience equivalent to at least the next lower grade level (GS-7). - Specialized experience is defined as: - Providing clerical and administrative support to an office, including typing correspondence and greeting customers. - Maintaining office files OR researching and reviewing records/documents and piecing together pertinent information. - Education Substitution: A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or possession of a LL.B. or J.D degree, if related. - Combining Education & Experience: If you do not fully meet the length of experience and education described, the two can be combined to total 100% of the requirement. - Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work. - Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. - Physical Requirements: The work normally involves mental rather than physical exertion.
