Senior PeopleSoft HCM Functional Analyst

Role Description This is a remote position. The Senior PeopleSoft HCM Functional Analyst will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role is part of CPA's Fiscal Management Statewide Fiscal Systems team and provides advanced consultative and functional support for the CAPPS HR/Payroll module, which is built on Oracle PeopleSoft HCM version 9.2 Image 53. The Candidate will serve as a point of contact for CAPPS agencies, support functional design and configuration activities, and ensure compliance with State of Texas policy and federal labor regulations. This position requires the ability to learn and adapt to additional systems and platforms, such as CGI Advantage, as needed. The Candidate will work under minimal supervision, applying experience and judgment to independently manage complex, cross-functional responsibilities across more than 100 agencies. Responsibilities - Provide functional HR expertise, including Workforce Administration, TAM/CG, and HR security set-up and row-level security. - Interpret and apply State of Texas statutes, HR policies, and labor regulations to system configuration and processes. - Support the CAPPS HR/PY functional design phase, including creating and reviewing Functional Design Documents (FDDs) and performing functional configuration changes. - Configure and maintain tables, workflow (AWE), and queries using PS/Query and SAP Business Objects. - Ensure CAPPS compliance with the Family Medical Leave Act (FMLA), including plan administration, leave type customization, module integration, and compliance reporting. - Apply technical knowledge of Application Designer, Integration Broker, SQR/BI Publisher reporting, SQL, and PeopleSoft security including State of Texas multitenancy requirements. - Collaborate cross-functionally on troubleshooting, requirements gathering, documentation, testing (UAT, regression), and incident management using systems such as ServiceNow and BOSSDesk. - Provide structured cross-training to junior analysts and deliver training and support to agency personnel. - Provide Level 2 Service Desk support, including complex ticket handling and advanced troubleshooting, in coordination with the Tier 3 Managed Services vendor. - Ensure digital products and content meet WCAG 2.1 accessibility standards and participate in Major Incident Management (MIM), Disaster Recovery, Upgrade Testing, and the annual SOC-1 attestation audit. Qualifications - 8 years of experience in Texas public sector work directly supporting a Texas state government agency. - Supporting the HR module in PeopleSoft HCM version 9.2. - Applying State of Texas applicable policy and federal labor laws. - Preparing WCAG 2.1-compliant materials for distribution. - Interpreting contractual language and holding vendors accountable to contractual requirements. - Data integration, data quality, and SDLC processes and methodologies. - 4 years of experience performing functional project management activities in support of CPA's CAPPS program. - 3 years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM). - 3 years of experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances. - Knowledge of technical and functional attributes of Oracle PeopleSoft. - Experience with Agile and other SDLC methodologies. - Experience with ITIL methodologies. - Experience with or knowledge of information security frameworks (i.e., NIST). Preferred Qualifications - 4 years of CPA experience in supporting the FMLA module to enter and track FMLA balances for all FMLA plan types. - Participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates. - Loading mass salary actions for agencies. - Performing customer-facing responsibilities in support of CAPPS expansion efforts for Central and Hub agencies. - Gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services. - Performing SQL actions to keep CAPPS and SPRS systems in sync. - Supporting CPA's legacy Statewide Financial Systems production support activities. Additional Requirements - Experience gathering business requirements for large projects. - Ability to work independently in a diverse team environment with on-site and remote team members. - Strong written, verbal, and interpersonal communication skills. - Knowledge of project management methodologies. - Strong problem-solving skills and the ability to multitask, with readiness to put in extra effort when necessary. - Candidate shall complete a minimum of 10 hours of professional training annually in a relevant area of expertise, at no compensation from CPA and on personal time; all associated costs are the responsibility of the Candidate. - Total estimated hours per Candidate shall not exceed 1,920 hours. - Candidate may be required to work outside normal business hours, including weekends, evenings, and holidays, as requested. Work Location and Schedule - Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711. - Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. - Work Arrangement: Telework.
