Delivery Resource Manager
Effectual
• Partner with Commercial Sales and Delivery leaders to align staffing supply with active project needs and pipeline demand across the commercial customer base • Develop and maintain short- and long-term capacity forecasts by role, AWS skill set, and engagement timeline • Build and maintain dashboards tracking utilization, bench time, billability, and hiring gaps specific to the Commercial portfolio • Design and implement scalable resource management processes, templates, and tools tailored to support rapid Commercial growth • Introduce best practices from enterprise consulting environments while keeping frameworks lean and adaptable to Effectual’s pace • Partner with HR, Talent Acquisition, Delivery, and Finance to align Commercial workforce planning with hiring timelines, budgeting, and revenue goals • Support project start-up and onboarding to ensure timely deployment of resources on commercial engagements • Serve as a trusted advisor to executive leadership on Commercial utilization trends, capacity constraints, and scaling readiness • Work closely with the Commercial Sales team to anticipate pipeline shifts and proactively plan for staffing needs before deals close • Facilitate regular portfolio resource review meetings to balance competing priorities across commercial programs • Build strong cross-functional relationships to improve transparency and accelerate decision making in a fast-moving sales environment
Job Requirements
- Bachelor’s degree in Business, Operations, or related field
- 10+ years of experience in resource management, workforce planning, or delivery operations within a consulting or IT services organization
- Hands-on experience with AWS services and cloud modernization engagements is required — candidates without this background will not be considered
- Proven track record of supporting or scaling Commercial/private sector delivery operations
- Experience building scalable resource frameworks in a growing consulting organization
- Demonstrated success scaling operations from small to mid-sized teams (20 → 100+ resources)
- Exceptional analytical skills with the ability to translate data into actionable staffing decisions
- Strong understanding of utilization, billability, and project margin metrics in a commercial services context
- Proficiency with resource management and PSA tools, preferably Salesforce
- Excellent communication, collaboration, and stakeholder management skills
- High tolerance for ambiguity and ability to perform under pressure in a fast-moving commercial environment
