Information Systems Analyst III - Electronic Document and Records Management System Location: San Jose United States Job Description: Salary: $137,820.80 - $176,488.00 Annually Overview: Valley Water is seeking an experienced Information Systems Analyst III to lead the deployment, administration, and long-term governance of Valley Water's new Enterprise Electronic Document and Records Management System (EDRMS). This system represents the capstone of Valley Water’s Digital Transformation Strategy and will serve as the authoritative, enterprise-wide repository for all past, present, and future District documents and records. This journey-level position plays a foundational role in establishing sustainable information governance practices across the organization. The selected candidate will lead complex system implementation efforts, oversee automated and AI-enabled data classification processes, coordinate secure access controls, administer retention schedules, and design defensible document destruction workflows in compliance with legal and regulatory standards. Under direction, this position performs the most complex programming, systems analysis, integration, governance, and technical coordination duties. The incumbent will serve as a technical lead and project manager for this enterprise-wide initiative and will collaborate closely with Cybersecurity, Legal Counsel, the District Clerk of the Board, executive leadership, and operational units. About Valley Water: Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community. Key Responsibilities include, but are not limited to: - Lead the deployment, configuration, integration, and ongoing administration of Valley Water’s EDRMS platform. - Oversee enterprise-wide data and document classification using AI-enabled tools with appropriate human validation to ensure compliance with Valley Water policies and regulatory obligations. - Administer and enforce Board-approved records retention schedules across all document types and business units. - Design, implement, and manage automated document destruction workflows in coordination with Legal Counsel, the District Clerk of the Board, and executive leadership. - Develop, document, and maintain formal procedures governing document destruction, including approval workflows, destruction lists, audit documentation, and verified removal of associated data. - Coordinate with Cybersecurity to implement and maintain metadata-driven discretionary and mandatory access control frameworks. - Ensure proper governance of data flowing into Valley Water's data lake, including oversight of integration processes, validation of data accuracy, completeness, and timeliness. - Manage removal of data from enterprise systems and analytical/AI platforms once records are destroyed or no longer authorized for use. - Provide technical leadership in application configuration, integration, database management, and system optimization. - Develop system documentation, governance standards, and user training materials. - Serve as project manager for complex system enhancements and cross-functional initiatives. - Troubleshoot and resolve complex application, database, and integration issues. - Provide technical guidance and lead-level support to staff as assigned. - Ensure compliance with information security, privacy, and regulatory standards. - Stay current on emerging technologies, digital governance standards, and best practices in records and information management Ideal Candidate's Background Includes: Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. Ideal Experience: - Five (5) or more years of progressively responsible experience in enterprise systems analysis, software development, database administration, or information systems governance. - Experience implementing or administering an Electronic Document and Records Management System (EDRMS). - Experience applying and operationalizing records retention schedules in a public agency or highly regulated environment. - Experience designing automated workflows for document lifecycle management and defensible destruction. - Experience integrating enterprise platforms with data lakes, analytics environments, or AI-enabled systems. - Experience coordinating cross-functional stakeholders including Legal, IT Security, executive leadership, and operational departments. - Experience leading complex enterprise technology projects with minimal supervision. Ideal Training and Education: Equivalent to a bachelor’s degree from an accredited college or university with major course work in computer science, information systems, information management, data governance, or a closely related field. Substitution: Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education. Records & Library Services Unit (Position Code 988) Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
