Health Care Interpreter, Policy Strategist

Oregon Department of Human Services

• Provide statewide leadership, policy development, strategic planning, and program oversight for Oregon’s Health Care Interpreter (HCI) Program. • Lead initiatives that strengthen program integrity, improve access to healthcare interpreting services for Medicaid members and other individuals with limited English proficiency. • Enhance workforce and data systems, and support compliance with state and federal requirements. • Serve as a trusted advisor to agency leadership and collaborate with healthcare providers, Coordinated Care Organizations (CCOs), state and local partners, and community organizations to develop policies, implement system improvements, and advance equitable access to culturally and linguistically responsive healthcare services throughout Oregon.

Job Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
  • Extensive knowledge of health systems, health policy, health administration, and the continuum of healthcare services.
  • Significant experience analyzing, developing, implementing, and evaluating health policies, programs, or initiatives that promote equity and improve outcomes for communities experiencing inequities and communities with limited English proficiency.
  • Demonstrated experience applying equity and inclusion principles to policy, program, systems, or organizational change efforts.
  • Demonstrated understanding of the impact of social determinants of health, systemic inequities, and demographic trends on health outcomes for diverse populations in Oregon.
  • Proven ability to communicate complex information and policy issues to diverse partners, including OHA leadership, community organizations, healthcare providers, and government entities.
  • Experience building consensus and facilitating productive discussions among partners with differing perspectives, priorities, or interests.
  • Demonstrated ability to manage multiple projects, priorities, and deadlines while producing high-quality work products.
  • Experience fostering an inclusive, culturally responsive, and collaborative work environment.
  • Proficiency using Microsoft Office applications, including Word, Excel, and PowerPoint.
