Regulatory Compliance Officer

IEM

Role Description IEM is seeking a full-time Regulatory Compliance Officer to join our Disaster Recovery team to support program operations by ensuring full adherence to federal, state, local, and contractual requirements, including HUD and HOME-ARP regulations. This role is responsible for: - Conducting quality control reviews. - Monitoring program activities. - Validating documentation to ensure accuracy, completeness, and audit readiness. - Providing regulatory guidance and technical assistance to program staff. - Identifying compliance risks and supporting the development and implementation of corrective actions. - Contributing to the development and maintenance of policies, SOPs, and compliance tools. - Supporting audits and monitoring activities. - Collaborating with cross-functional teams to strengthen internal controls, maintain regulatory alignment, and drive continuous program improvement. Qualifications - Three (3) to five (5) years of experience in regulatory compliance, grants management, monitoring, program administration, quality assurance, or federally funded programs. - Experience interpreting federal regulations and compliance requirements. - Bachelor’s Degree in Public Administration, Business Administration, Finance, Accounting, Law, Urban Planning, Public Policy, or related field. - Strong technical writing, document review, and analytical skills. - Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook. - Bilingual: Proficiency in written and oral communication (Spanish and English). Requirements - Ensure program operations and deliverables comply with federal, state, local, and contractual requirements, including HUD and HOME-ARP regulations. - Interpret complex regulatory requirements and translate them into clear, actionable guidance for program staff. - Identify compliance risks, recommend and track corrective actions, applying strong risk management principles. - Conduct quality control reviews to verify accuracy, completeness, consistency, and audit readiness of deliverables. - Apply strong attention to detail to validate documentation and ensure full regulatory alignment and record integrity. - Develop and maintain QA/QC tools, checklists, and review processes to support compliance and consistency. - Review subrecipient, contractor, and program documentation for compliance, including procurement, eligibility, and reporting requirements. - Support audits, monitor reviews, and compliance assessments with well-organized, audit-ready documentation. - Develop, update, and implement SOPs, policies, templates, and guidance aligned with current regulatory requirements. - Manage multiple priorities in a fast-paced environment while maintaining high-quality deliverables. - Prepare clear, concise compliance reports, memoranda, and recommendations for stakeholders. - Collaborate effectively with cross-functional teams while working independently to meet program objectives.
