Role Description This consultancy adapts UNICEF’s AI Risk Assessment Framework into an operational approach that supports early, expert-led assessment of the PHIT AI Diagnostic and Treatment App, while evolving into a tool for national health officials. The assignment facilitates timely, risk-informed decisions to accelerate the application's design, procurement, and implementation, while strengthening government capacity through tool development and training. By separating framework application from tool creation, the consultancy balances time-sensitive programme needs with long-term goals of institutionalization, sustainability, and alignment with international AI governance standards. The consultancy will be delivered over approximately 20 weeks and structured across four phases. It combines framework adaptation, application to the PHIT priority use case, and capacity building with government stakeholders. The assignment will follow a dual-track (two-stream) implementation approach, with two complementary workstreams running in parallel: - Workstream 1 (Priority application): Focuses on the early application of an adapted AI Risk Assessment Framework to assess the PHIT AI Diagnostic and Treatment App, generating immediate risk insights to inform design, procurement, and development decisions. - Workstream 2 (System development): Focuses on developing, validating, and institutionalising a user-friendly AI Risk Assessment Tool and governance framework for long-term government use. These workstreams run concurrently and are closely coordinated, with defined points of convergence across four phases: - Phase 1: Establishes a shared interim framework through co-design, regulatory review, and gap analysis. - Phase 2: Prioritises initial risk assessment of the PHIT application (Workstream 1), while initiating testing and validation of the framework and tool with government users (Workstream 2). - Phase 3: Integrates findings from both workstreams into comprehensive risk mitigation and governance guidance. - Phase 4: Finalises the unified framework, tool, and implementation package, and support capacity building and institutionalisation. Qualifications - Masters in artificial intelligence, data science, computer science, public health, health informatics, or a related field. - Additional qualifications or demonstrated expertise in digital governance, risk management, or regulatory frameworks for health technologies is highly desirable. Requirements - A minimum of 5 years of professional experience in AI governance, digital health governance, technology risk assessment or related fields. - Experience working in the health sector, preferably in public health or health systems contexts. - Experience engaging with senior government counterparts and facilitating co-designing processes, including capacity building and systems strengthening. - Fluency in English. Job Duties and Responsibilities - Manages activities involving enhanced due diligence of new and/or potential ISO, PayFac, TPPPs, and MSBs to mitigate risk exposure for the Bank. - Serves as the central point of contact for line-of-business and all Special Risk customer related matters. - Develops AML BSA guidelines for merchant ISO business and respective policies and procedures. - Applies knowledge of assigned specialty risk areas to due diligence and oversight of customers. - Conducts site visits of existing and potential customers in conjunction with the line of business. - Manages the collection, review and approval of all documentation required to ensure appropriate risk mitigation and sound regulatory compliance. - Manages all Requests for Information (RFI) related to customer types. - Applies knowledge of bankcard payment operator network rules, standards, and practices, with regard to acquirer due diligence. - Provides guidance and responds to daily inquiries from peers and the first line of defense regarding new or changing regulations impacting the bank. - Works directly with the line of business and clients to conduct and complete BSA related reviews and testing of controls. - Creates formalized reporting of test results and recommendations regarding remediation. - Prepares key points for management pertaining to Special Risk customers that pose heightened risk to the Bank. - Provides ongoing training to the line of business. - Assists management with independent reviews and federal examinations. - Interacts with auditors/examiners as it relates to Special Risk relationships, control testing and the risk assessment. - Designs, generates and completes management reports as assigned. - Works with management to implement new initiatives and improve current processes. - Assists with special projects as requested. - Assists Senior Management with creating best in class risk and control testing for integration into the risk assessment. - Attends AML/BSA training seminars as assigned. - Maintains awareness of regulatory and legislative developments and industry trends. - Operates in full compliance with internal policies and procedures as well as applicable regulations and laws. - Adheres to confidentiality policy, code of ethics and follows all policies and procedures relative to Compliance laws and regulations and best practices. - Each team member is expected to be aware of risk within their functional area. - Performs other related duties as required.
