National Consultant: Development of Standards and Guidelines for the Reproductive Health Reserved Force under the National Emergency Medical Team

Role Description The objective of this consultancy is to develop and institutionalize the standard competencies and guidelines for Reproductive Health Reserve Force (RH TCK) into the National Guidelines for Health Emergency Response (Pedoman Nasional Penanggulangan Krisis Kesehatan) to ensure rapid, competent deployment of RH TCK during health crises and disasters. The consultant will define the standard competencies requirements for the National RH reserved personnel (RH TCK) ensuring they are registered in the National TCK database and meet the following mandatory benchmarks: - Technical Competency: Minimum generic requirement, Completion of simulation-based training on the Minimum Initial Service Package (MISP) for RH. - Certification: Valid certification from the MISP Online Training via Plataran Sehat / MOOC MOH. - Protection Standards: Demonstrated basic knowledge of Protection from Sexual Exploitation and Abuse (PSEA) to ensure the safety of vulnerable populations. Qualifications - Master’s degree in Public Health, Demography, Gender or other related Social Sciences. - Having relevant work experience in humanitarian coordination, humanitarian response, rehabilitation, and recovery. - Possess strong knowledge and experience with midwifery programmes in disaster management settings. - Minimum 5 (five) years’ experience in developing national guidelines, Reproductive Health and/or humanitarian SOP development, concept note, or relevant products; a sample product might be requested. - Familiarity with the Humanitarian Coordination Coordinations. - Excellent communication and interpersonal skills. - Fluent in spoken and written Indonesian and English. Requirements - Conduct a comprehensive review of existing regulations, including UU No. 17/2023, Permenkes No. 75/2019, Permenkes No. 1/2026, and the WHO Blue Book 2021 standards for EMTs. - Analyze the existing TCK (Tenaga Cadangan Kesehatan) registration and mobilization flow within the Satu Sehat/SISDMK platforms to identify entry points for SRH-specific indicators. - Develop the Standard Competency for RH TCK, categorizing personnel based on the TCK level system (Levels 0-3) as mandated by the MOH. - Draft a standardized guideline/SOP for the Mobilization and Deployment of RH reserved personnel as part of the National TCK team. - Facilitate consultative meetings with the Health Crisis Center (Pusat Krisis Kesehatan) to ensure the guidelines align with the National Guidelines for Health Emergency Response. - Conduct a validation workshop with key stakeholders (MOH, UNFPA, Professional Organizations/IBI, and Academic Centers of Excellence). Deliverables - Inception Report: Methodology, work plan, and summary of the initial desk review. - Draft of the standard competencies, minimum criteria, and deployment guidelines for National RH Reserved Personnel (RH TCK). - Validation Report containing feedback from the Health Crisis Center and RH Sub-Cluster stakeholders. - Draft of Executive Summary of RH TCK guidelines for integration into the National Guidelines for Health Emergency Response. - Final Report containing finalized and formatted RH TCK standard, minimum criteria, and deployment guidelines endorsed for utilization by the National Health Cluster. - A brief user guide for socializing the guideline of RH TCK to volunteers, and local health offices.
