The position supports the development of detailed network growth and evolution plans for the national core transport network, spanning backbone and metropolitan transport systems. The engineer produces comprehensive planning packages for execution by field and design engineering teams, ensuring the proper procurement and installation of transport equipment. Key Responsibilities • Develop detailed plans for network growth, evolution, and capacity management across the national core transport network. • Support planning activities involving backbone network elements and metropolitan networks in major metro markets. • Prepare formal planning packages that guide field and design engineering teams through implementation, procurement, and equipment installation. • Apply telecommunications engineering principles — including SONET, WDM, central office systems, outside plant engineering, and transport network technologies. • Use mechanized transport planning and inventory systems (examples include TIRKS, ASPEN Portal, Metasolv, LCAM, and Fireworks) to evaluate capacity requirements and model future network needs. • Apply transport planning processes and data-analysis methods to assess system capacity and forecast growth. • Ensure compliance with Federal, State, and Local regulations governing telecommunications equipment placement. • Manage capital and expense budgets for assigned projects and maintain monthly cost estimates for each funding package. • Deliver short-term projects (typically 1–6 months) with effective project management and, where required, project leadership. • Provide mentoring, training, and technical guidance to peers and less-experienced staff. Required Qualifications • 2–4 years of relevant engineering or network transport planning experience. • Foundational knowledge of network transport engineering and transport network technologies. • Working knowledge of SONET and wave-division multiplexing (WDM). • Familiarity with central office infrastructure and common systems. • Understanding of outside plant (OSP) principles. • Capacity management and data-analysis skills. • Strong written and verbal communication skills; ability to coordinate across engineering, design, and field teams. • Competent computer skills. Preferred Qualifications • Hands-on experience with one or more telecom transport planning or inventory systems (TIRKS, ASPEN Portal, Metasolv, LCAM, Fireworks). • Tier 1 US telecom service provider experience. • Experience preparing planning or funding packages for field and design engineering execution. • Capital and expense budget management, including monthly cost-estimate maintenance. • Experience managing short-cycle (1–6 month) engineering projects. • Mentoring or technical-guidance experience with less-experienced engineers.
