Role Description The Program Operations & Financial Governance Manager serves as a critical operational and financial leader across a complex portfolio of government programs. This role drives execution discipline, ensures financial integrity, strengthens delivery governance, and enables predictable program performance. The position requires strong partnership with Program Managers, CORs, Finance, and Delivery Leadership to maintain exceptional operational standards and transparent, data-driven program health. You will be the central orchestrator of: - Forecasting accuracy - Backlog health - Funding stewardship - Subcontractor oversight - PSA compliance Ensuring programs deliver with precision and the organization meets its financial and contractual commitments. Key Responsibilities - Financial Governance & Delivery Performance - Lead end-to-end financial governance across assigned programs, ensuring accuracy and predictability across forecasts, revenue, backlog, R&Os, and funding management. - Translate program data into actionable insights, surfacing risks early and driving mitigation in partnership with Program Managers and Delivery Leadership. - Maintain a disciplined cadence for financial rigor, ensuring program performance aligns with organizational targets. - Operational Excellence & Program Execution - Oversee all aspects of PSA accuracy, including project setup, resource assignments, timecard compliance, subcontractor invoice processing, and billing events. - Build and enforce operational guardrails to ensure consistent, compliant, and auditable delivery execution across the portfolio. - Subcontractor Management & Vendor Operations - Manage subcontractor operations end-to-end: PO creation and extensions, funding tracking, invoice reconciliation, audit documentation, and vendor performance hygiene. - Ensure all subcontractor activities support contract requirements, program health, and timely financial throughput. - Executive Readiness & Business Reviews - Develop high-quality financial and operational content for PMR/EMR reviews, ensuring narrative clarity and alignment with leadership expectations. - Track cross program follow up actions and drive accountability with stakeholders. Qualifications - Position is based in the NCR. - Bachelor’s or Master’s degree with a minimum of 3 years in Program Management, Program Operations, Financial Governance, or related field. - Strong time management discipline and the ability to manage multiple programs simultaneously. - Skilled in collaboration, customer engagement, and driving visible value across a diverse stakeholder set. - Proficiency with Microsoft and PC based applications. Desired Skills - Active Top Secret Clearance with SCI eligibility/access. - Experience with Certinia PSA, Salesforce, Power BI, and Microsoft Copilot. - Demonstrated ability to improve processes, drive operational rigor, and influence cross functional teams. - Strong analytical skills with the ability to synthesize data into executive ready insights. - Experience supporting cleared government programs or contract driven environments.
