This is a Key Personnel role responsible for end-to-end program execution across all phases of performance, including stakeholder engagement, delivery governance, risk management, and compliance oversight.  The Program Manager performs advanced, professional work requiring  the consistent exercise of creativity and independent judgment in managing a complex federal civilian program. The role serves as the primary point of accountability to government stakeholders and ensures alignment between contractual objectives, technical delivery, and mission outcomes. Familiarity with AI enabled systems and modern digital service delivery approaches is strongly preferred to support oversight of an AI centric modernization initiative.  This position provides program level leadership and direction to delivery managers, technical leads, and cross functional teams. This position has direct personnel management for project personnel and establishes expectations, governance, and accountability across the program.  Essential Duties and Responsibilities (as assigned)  - Serves as the primary government facing Program Manager for the federal engagement, maintaining effective working relationships with federal leadership, contracting officials, and bureau stakeholders.  - Manages information technology program/technical support operations involving multiple tasks/projects and personnel. - Manages the operating plan, budget, and risk, while ensuring strategic alignment with the organization's mission. - Owns overall program execution, including scope, schedule, cost, quality, and performance across all phases of delivery.  - Leads program level risk management activities, including identification, mitigation, escalation, and communication of delivery, technical, and compliance risks.  - Oversee and coordinate federal Assessment and Authorization (ATO/IATO) activities in collaboration with security, architecture, and DevSecOps leadership.  - Supports development of funding plans/proposals to guarantee uninterrupted delivery of services and may lead a team of diverse array of roles and responsibilities. - Ensures service delivery goals are met across customer satisfaction, safety, quality, and team member performance. - Implements and manages changes and interventions to ensure program and project goals are achieved. - Communicates service delivery status, issues and risks to key stakeholders throughout the lifecycle. - Ensures alignment between the Statement of Objectives, contractual commitments, and delivery execution.  - Prepares and deliver executive level status reports, briefings, and communications to government stakeholders.  - Supports change management, dependency management, and issue resolution across internal teams, partners, and the government.  - Participates in contract management and performance management activities as required.  - Other duties as assigned.  Required Skills  - Minimum of ten years of experience in federal civilian program or service delivery management.  - Demonstrated experience serving as a Program Manager on large, complex federal civilian contracts.  - Proven ability to manage multi-team, multi-stakeholder programs in regulated environments.  - Experience overseeing or coordinating federal ATO or IATO processes.  - Experience working in Agile or hybrid Agile delivery environments running Sprint cadence.  Desired Skills  - Experience managing or overseeing AI enabled, data driven, or digital modernization programs.  - Familiarity with Azure Government or comparable federal cloud environments.  - Experience coordinating delivery across multiple bureaus or mission owners.  - Program management certifications such as PMP or SAFe credentials.  Education  - Bachelor’s degree in business, information technology, engineering, or a related field.  Additional Requirements  - Ability to work independently and collaboratively in a federal government setting.  - Strong leadership, risk management, and executive communication skills.  - Must be able to pass background screening prior to employment.  - U.S. Citizenship, lawful permanent residency, or U.S. work authorization with a minimum of three years of U.S. presence, as required for federal contracts.    Compensation: $120,000–$140,000/year  (The successful candidate’s starting pay will fall within the salary range provided and is determined based on job-related factors, including experience, qualifications, skills, geographic work location, and market conditions.)    NexGen Technologies, Inc. is an equal opportunity employer.
