Role Description The Technical Delivery Lead will serve as the primary point of accountability for the successful technical execution and delivery of all application maintenance and modernization efforts across the program's project teams. - This individual will bridge the gap between technical architecture and practical implementation. - Ensuring that development teams deliver high-quality solutions on schedule while adhering to established architectural standards and agile practices. - Coordinate release management and oversee technical dependencies between teams. - Manage the program's overall delivery pipeline. - Work closely with the Chief Architect to translate architectural vision into executable delivery plans. Qualifications - Bachelor's degree in Computer Science, Information Systems, or related field. - Minimum 10 years of experience in technical leadership roles with at least 7 years specifically managing software delivery in federal or large enterprise environments. - At least one Agile/Scrum certification. Requirements - Proven track record of successfully delivering complex application portfolios. - Extensive experience with AWS cloud services including hands-on deployment experience and ability to troubleshoot complex cloud infrastructure and application issues. - Deep expertise in CI/CD pipeline design and management across multiple technology stacks, including experience with tools like Jenkins, GitHub. - Demonstrated experience managing simultaneous delivery of system maintenance (break/fix, enhancements, vulnerability remediation and patching) and modernization initiatives within the same project or program. - Strong background in release management including coordinating complex deployments, managing deployment strategies, and feature flagging. - Expertise in technical risk management with ability to identify, assess, and mitigate delivery risks across projects and technology platforms. - Experience with agile delivery metrics and reporting including velocity optimization, defect trending, technical debt management, and SLA/OLA performance monitoring. - Proficiency in both modern cloud-native technologies (containers, serverless, microservices) and legacy platforms to effectively manage hybrid delivery scenarios.
