Role Description Currently, HGL is seeking a remote-based Subcontracts Manager to join the team supporting our corporate headquarters in Reston, VA. What You'll Be Doing - Work closely with HGL project and program managers, contracts and procurement team, and Government contracting personnel to manage subcontracts from solicitation through closeout. - Lead a team of subcontract administrators and be responsible for procurement services and administration of subcontracts in accordance with HGL policies, federal procurement regulations, public law, Uniform Commercial Code (UCC), and the highest standards of business practices. - Identify and procure subcontractor services, equipment, and supplies associated with project technical and contract requirements. - Review subcontractor scopes of work, evaluate proposals, and issue subcontract terms and conditions. - Manage subcontractors, including resolving issues and monitoring and managing changes. - Ensure procurement and subcontracting opportunities comply with applicable HGL Procedures, Prime Contract, task order, and FAR requirements in a CPSR compliant environment. - Ensure subcontractors comply with relevant CMMC requirements. - Compliance with subcontract consent and advance notification requirements, drafting consent submittal requests for submission to the Government, tracking consent threshold limitations, managing and negotiating subcontract changes, subcontract closeout, and other government contracts reporting and compliance efforts. Qualifications - Associates degree in business administration, accounting, finance, or project management is the minimum education requirement; directly related work experience may offset a formal degree. - Minimum of 10 years of experience as a procurement/subcontracts manager or specialist for federal government clients. - Experience in cost reimbursable, time and materials, fixed unit rate, and firm fixed price subcontracting. - Excellent communication and organization skills; ability to maintain confidential information. - Strong technical writing and documentation skills. - Advanced proficiency with Microsoft Word, Excel, and Outlook. - Ability to conduct and supervise subcontract evaluations and negotiations. - Working knowledge of federal, state, and local labor laws and wage determinations. - Ability to work in a self-directed, fast-paced, results-oriented environment and contribute positively in a collaborative team. Requirements - Bachelor’s Degree in business administration, accounting, finance, or project management is preferred. - CACM or CPCM preferred. - Previous experience (12 or more years) conducting procurement/subcontracts functions at a USACE, USEPA, or other federal government environmental remediation site is preferred. - Experience focused on government contracting including AE and construction contracting, management of change orders, review of leases and licenses, and other commercial agreements. - Understanding of FAR/DFAR/EFARR compliance requirements and procurement procedures. - Ability to research and identify local regional resources for equipment, supplies, and subcontracted services is preferred. - Experience managing staff or acting as a team leader is a plus.
