About WorldFish WorldFish is an international research organization working to transform aquatic food systems to reduce hunger, malnutrition, and poverty. It collaborates with international, regional, and national partners to co-develop and deliver scientific innovations, evidence for policy and knowledge to enable equitable and inclusive impact for millions who depend on fish and other aquatic foods for their livelihoods and nutrition. Our work in countries advances progress on multiple 2030 Sustainable Development Goals through science and innovation, with a vision of healthy people, healthy planet and shared prosperity. About the Project The project, “Promoting sustainable fisheries management in the Red Sea Large Marine Ecosystem” (RedSeaFish) is funded by the Global Environment Facility (GEF), and implemented by the Food and Agriculture Organization of the United Nations (FAO). WorldFish is executing three components of the project while the Regional Commission for Fisheries (RECOFI) is responsible for executing one component. The project aims to strengthen regional cooperation and management for sustainable shared fisheries in the Red Sea through strengthening fisheries data and information systems, enhancing collaborative regional fisheries management in the Red Sea, improving national regulatory frameworks and institutional capacity to manage Red Sea fisheries, and improving knowledge and awareness to support sustainable fisheries management. The beneficiary countries include Djibouti, Egypt, Eritrea, Jordan, Sudan and Yemen, while Saudi Arabia will partner and engage in project activities. The project management unit will be based in Cairo, Egypt. About the Consultancy The RedSeaFish Project will generate considerable knowledge and require associated knowledge and learning products across all its components to be shared and socialized with stakeholders and partners. Knowledge Management and Learning (KML) is, therefore, an integral part of the project present across its technical components with KML activities supporting capacity building and training actions across the project. The consultant will work closely with the technical components to co-design and deliver KML activities, along with project communications products and activities – executing the Knowledge Management and Communications component of the project. The core objective of this consultancy is to develop and implement a comprehensive Knowledge Management, Learning and Communications (KMLC) Plan that guides and executes all project knowledge generation, learning, communication, outreach, and awareness-raising activities, ensuring gender-responsive and inclusive engagement of stakeholders. The consultant will develop KMLC plan and products drawing on services and products provided by FAO, regionally and in countries. Key Responsibilities The KMLC consultant for the project will strategize, organize and execute its knowledge management, learning, outreach and communications activities. Key responsibilities include: - Develop and validate Project Knowledge Management, Learning and Communications (KMLC) Strategy and Plan (within the first 3 months of the project). The strategy and plan will lay out key project messages and outcomes with target audiences, resources needed with timing identified, tools and products and a digital media strategy. It should factor in gender-sensitive messaging that considers the roles of both men and women in fisheries to ensure equitable access to all knowledge and communications materials. - Develop a project-specific visual identity with WorldFish’s Communications and Graphic Design team, including design of branded templates, fact sheets, banners and partner branding guidelines - Develop project-generated knowledge and communication products and share through available knowledge-sharing platforms and processes: - Facilitate exchange of lessons, best practice, and expertise among experts and implementers. - Develop and maintain project website/microsite, which will act as a project knowledge-sharing hub. - Disseminate communications and knowledge products and project results through a range of media and channels, including through traditional media, social media, newsletters, videos and photos, banners, infographics, and at public events, such as expos, meetings, and community events - Coordinate with project partners to ensure branding compliance, identify promotion and knowledge sharing opportunities and co-develop products and activities. - Collaborate closely with WorldFish’s Communications team to feed RedSeaFish’s content and align with WorldFish’s global Communications activities and priorities and identify promotion opportunities for RedSeaFish project for media publicity and at events – globally, regionally, and within countries. Expected Outcomes: - Support the development of a regional knowledge platform enhancing access to fisheries knowledge. - Learning and adaptive management institutionalized across project implementation. - Stakeholder capacity strengthened to apply knowledge, tools, and best practices. - Project visibility and communication of results enhanced at all levels. - Stakeholder engagement, regional collaboration, and uptake of outputs increased. - Project knowledge informs policy, strengthens governance, and ensures sustainability of KM systems.
Job Requirements
- This consultancy might be for you if you have the following skills and qualifications:
- Bachelor’s or a higher degree in communications, knowledge management, international development, journalism, fisheries, or related fields.
- At least 5-8 years of relevant professional experience, preferably in the Middle East and North Africa region.
- Proven experience in delivering knowledge, communications and outreach strategies, products and facilitated workshops for donor-funded projects.
- Outstanding writing skills, preferably demonstrated in communicating science and technology subject matter, with experience in writing for different formats, channels, and audiences.
- Comfortable in facilitating and leading meetings with strong interpersonal communications skills (native-level fluency in English).
- Experience integrating gender and social inclusion, preferably.
- Familiarity with fisheries, coastal communities, ocean ecosystems and related environmental issues.
- Experience with GEF, FAO, IFAD, World Bank or similar donors is an asset.
- Working fluency in Arabic is preferable.
- Consultancy Duration
- The duration of the contract will initially be for a 12-months period with possibility of extension, depending on funding and performance.
- Evaluation and Selection
- Applications will be evaluated based on the qualifications and experience of the consultant, the quality and feasibility of the proposed approach and work plan, the relevance of previous work examples and the most competitive proposal.
