Role Description The Gender Consultant will undertake the following tasks: - Review and operationalize the Gender Action Plan (GAP). - Review the integration of gender consideration across project components and outputs. - Support the development of an M&E framework to ensure it is gender responsive. - Support the development of the knowledge management, learning, and communications plan to ensure it is gender-sensitive with messaging targeted to include women. - Coordinate/liaise with stakeholders to ensure the participation and leadership of women in project activities, including through the communication of the Gender Action Plan to project stakeholders. - Strengthen gender-responsive data systems in fisheries information systems. - Support the incorporation of gender-responsive approaches into national and regional fisheries management plans. - Develop and deliver capacity-building programmes on gender mainstreaming to project staff, fisheries agencies, and local communities. - Develop gender-sensitive indicators and support integration of gender into project monitoring, reporting, and evaluation frameworks. - Ensure gender-balanced participation in project activities and support the active engagement of women’s groups, CSOs, and community actors through gender-sensitive and gender-responsive practices. - Contribute to communication materials, awareness programmes, and knowledge products that promote gender equality and women’s empowerment. - Provide technical advisory support to the CTA, PMU, and partners on gender mainstreaming and support to address socio-cultural barriers to women’s participation. Qualifications - Advanced university degree (Master’s or higher) in Gender Studies, Social Sciences, Rural Development, Fisheries, Aquaculture, Natural Resource Management, Development Studies, or related field. - Minimum 7–10 years of proven experience in Gender mainstreaming in development projects, working in fisheries, aquaculture, or natural resource management. - Integrating gender into monitoring and evaluation (M&E) systems, including indicators and sex-disaggregated data. - Supporting inclusive stakeholder engagement, particularly with women and community-based groups. - Experience working on gender activities in the region (fisheries or more broadly in agriculture). - Fluency in Arabic strongly desired. - Demonstrated experience with GEF and/or FAO MEL systems is a strong asset. Requirements - Develop Inception Report with detailed methodology, workplan, and operational roadmap for implementation of the Gender Action Plan, within 4 Weeks. - Refine project operational Gender Action Plan and Mainstreaming Tools for integrating gender across all project components and activities. - Development of gender training materials and delivery of targeted training sessions for project staff, fisheries institutions, and stakeholders (with gender-disaggregated participation records). - Develop Gender-sensitive indicators, tools, guidance for enumerators, for sex-disaggregated data collection, and inputs to project monitoring and reporting systems. - Strategy and documentation demonstrating enhanced participation of women in project processes (e.g., working groups, consultations), including identification of women champions. - Develop Gender-sensitive communication/knowledge products (e.g., case studies or briefs) and a final report summarizing achievements, lessons learned, and recommendations. Consultancy Duration The duration of the contract will initially be for a 12-months period with the possibility of extension, depending on funding and performance. Role Description The main objective is to design, implement, and support a comprehensive, gender‑responsive Monitoring, Evaluation and Learning (MEL) system for the RedSeaFish project to enable: - Systematic tracking of outputs, outcomes, and Global Environmental Benefits (GEBs). - Compliance with FAO and GEF monitoring, reporting, and evaluation requirements. - Adaptive management and learning across project components and countries. Qualifications - Advanced university degree (master’s or higher) in Monitoring & Evaluation, Development Studies, Natural Resource Management, Fisheries, Environmental Sciences, or related fields. - Minimum 7–10 years of proven experience in MEL for donor-funded regional or multi-country projects. - Demonstrated experience with GEF and/or FAO MEL systems is a strong asset. - Strong expertise in results-based management, indicators, baselines, targets, and evaluations. - Proven experience integrating gender and social inclusion into MEL frameworks. - Fluency in written and spoken English; proficiency in Arabic would be an added advantage. Requirements - Develop and operationalize the Project MEL Plan in line with FAO and GEF requirements. - Define indicators, baselines, targets, and means of verification, including sex‑disaggregated data. - Ensure alignment with the Results Framework and relevant GEF Core Indicators. - Integrate gender and social inclusion indicators in line with the Gender Action Plan. - Establish MEL tools and procedures for systematic data collection, validation, and analysis. - Support national partners in monitoring and reporting. - Prepare and quality‑assure MEL inputs for project inception, progress reports and annual workplan and budget, in compliance with FAO and GEF reporting standards and timelines. - Synthesize monitoring findings, lessons learned, and good practices. - Support adaptive management and evidence‑based decision‑making. - Coordinate with Knowledge Management and Communications teams. - Strengthen MEL capacity of PMU staff and partners through coaching and guidance. - Contribute to evaluation ToRs, data provision, and management responses. - Support planning and follow‑up of the Mid‑Term Review and Terminal Evaluation during year 3 and 4. - Promote ownership and effective use of MEL systems. Expected Outcomes - Inception briefing note on MEL approach. - A gender-responsive MEL Plan finalized and approved within 3 months, aligned with FAO/GEF standards, including indicators, baselines, and targets. - Standardized tools and templates developed and applied across all countries within 4 months, enabling consistent data collection and reporting. - Timely and compliant MEL inputs produced for 100% of PPRs, PIRs, and AWPBs throughout the project cycle. - Complete data packages and management responses delivered for MTR (Year 3) and TE (Year 4) within agreed timelines. - Two Learning briefs and synthesis notes to support adaptive management. - MEL capacity of PMU and partners strengthened through at least 2 trainings/year, with evidence of adoption of MEL tools by all implementing partners. About WorldFish WorldFish is an international research organization working to transform aquatic food systems to reduce hunger, malnutrition, and poverty. Our work in countries advances progress on multiple 2030 Sustainable Development Goals through science and innovation, with a vision of healthy people, healthy planet and shared prosperity.     About the Project The project, “Promoting sustainable fisheries management in the Red Sea Large Marine Ecosystem” (RedSeaFish) is funded by the Global Environment Facility (GEF), and implemented by the Food and Agriculture Organization of the United Nations (FAO). WorldFish is executing three components of the project while the Regional Commission for Fisheries (RECOFI) is responsible for executing one component.  The project aims to strengthen regional cooperation and management for sustainable shared fisheries in the Red Sea through strengthening fisheries data and information systems, enhancing collaborative regional fisheries management in the Red Sea, improving national regulatory frameworks and institutional capacity to manage Red Sea fisheries, and improving knowledge and awareness to support sustainable fisheries management. The beneficiary countries include Djibouti, Egypt, Eritrea, Jordan, Sudan and Yemen, while Saudi Arabia will partner and engage in project activities. The project management unit will be based in Cairo, Egypt.  About the Consultancy The RedSeaFish Project will generate considerable knowledge and require associated knowledge and learning products across all its components to be shared and socialized with stakeholders and partners. Knowledge Management and Learning (KML) is, therefore, an integral part of the project present across its technical components with KML activities supporting capacity building and training actions across the project. The consultant will work closely with the technical components to co-design and deliver KML activities, along with project communications products and activities – executing the Knowledge Management and Communications component of the project. The core objective of this consultancy is to develop and implement a comprehensive Knowledge Management, Learning and Communications (KMLC) Plan that guides and executes all project knowledge generation, learning, communication, outreach, and awareness-raising activities, ensuring gender-responsive and inclusive engagement of stakeholders. The consultant will develop KMLC plan and products drawing on services and products provided by FAO, regionally and in countries. Key Responsibilities The KMLC consultant for the project will strategize, organize and execute its knowledge management, learning, outreach and communications activities. Key responsibilities include: - Develop and validate Project Knowledge Management, Learning and Communications (KMLC) Strategy and Plan (within the first 3 months of the project). The strategy and plan will lay out key project messages and outcomes with target audiences, resources needed with timing identified, tools and products and a digital media strategy. It should factor in gender-sensitive messaging that considers the roles of both men and women in fisheries to ensure equitable access to all knowledge and communications materials. - Develop a project-specific visual identity with WorldFish’s Communications and Graphic Design team, including design of branded templates, fact sheets, banners and partner branding guidelines - Develop project-generated knowledge and communication products and share through available knowledge-sharing platforms and processes: - Facilitate exchange of lessons, best practice, and expertise among experts and implementers. - Develop and maintain project website/microsite, which will act as a project knowledge-sharing hub. - Disseminate communications and knowledge products and project results through a range of media and channels, including through traditional media, social media, newsletters, videos and photos, banners, infographics, and at public events, such as expos, meetings, and community events - Coordinate with project partners to ensure branding compliance, identify promotion and knowledge sharing opportunities and co-develop products and activities. - Collaborate closely with WorldFish’s Communications team to feed RedSeaFish’s content and align with WorldFish’s global Communications activities and priorities and identify promotion opportunities for RedSeaFish project for media publicity and at events – globally, regionally, and within countries.  Expected Outcomes: - Support the development of a regional knowledge platform enhancing access to fisheries knowledge. - Learning and adaptive management institutionalized across project implementation. - Stakeholder capacity strengthened to apply knowledge, tools, and best practices. - Project visibility and communication of results enhanced at all levels. - Stakeholder engagement, regional collaboration, and uptake of outputs increased. - Project knowledge informs policy, strengthens governance, and ensures sustainability of KM systems.
