Contexte Le projet CREWS Djibouti, approuvé en juin 2024 pour une durée de quatre ans, vise à renforcer les capacités nationales pour produire, diffuser et exploiter des systèmes d’alerte précoce multirisques (Multi-Hazard Early Warning Systems – MHEWS), ainsi qu’à améliorer la préparation et la réponse aux aléas hydrométéorologiques à Djibouti. Dans le cadre de la première composante 1 – Amélioration de la prestation de services, le projet vise à renforcer les dispositifs institutionnels et opérationnels par lesquels les alertes sont communiquées et diffusées, afin que les informations sur les risques soient efficacement traduites en mesures de réduction des risques de catastrophe et d’action précoce en temps opportun. Bien que les institutions nationales produisent déjà des informations et alertes relatives aux risques hydrométéorologiques et autres risques pertinents, les dispositifs institutionnels de coordination, de validation, de déclenchement, de diffusion, et d’utilisation opérationnelle des alertes ne sont encore que partiellement formalisés. Il est donc nécessaire d’établir un cadre national cohérent qui renforce la coordination interinstitutionnelle, clarifie les mandats et les rôles décisionnels, améliore la diffusion jusqu’au dernier kilomètre et favorise une communication rapide et efficace des alertes aux autorités et aux populations à risque. Dans ce contexte, le projet CREWS Djibouti soutiendra l’élaboration d’une stratégie nationale de communication du système d’alerte précoce, d’un protocole national de communication des alertes et d’un ensemble de procédures opérationnelles standardisées visant à mettre en œuvre le protocole au sein des institutions participantes. Ces trois résultats sont liés mais distincts. La stratégie définira la vision nationale, les objectifs, les principes, les priorités, les publics cibles, l’architecture de communication et la feuille de route de mise en œuvre pour la communication des systèmes d’alerte précoce. Le protocole définira les règles de fonctionnement institutionnelles concernant la manière dont les alertes sont générées, validées, approuvées, coordonnées et diffusées. Les procédures opérationnelles standard (SOPs) traduiront le protocole en procédures opérationnelles étape par étape pour chaque institution et chaque canal de communication. Ce travail devra impliquer les principales institutions nationales concernées par les systèmes d’alerte précoce, parmi lesquels l’Agence Nationale de la Météorologie (ANM), le Centre d’Études et de Recherche de Djibouti (CERD), le Secrétariat Exécutif de la Gestion des Risques et Catastrophe (SEGRC), la Société du Croissant-Rouge de Djibouti (SCRD) ainsi que d’autres acteurs gouvernementaux, techniques, et humanitaires pertinentes et les parties prenantes du secteur de la communication impliquées. Dans le cadre de cette activité, une collaboration a été mise en place entre l’Organisation météorologique mondiale (OMM) et le Programme des Nations Unies pour le développement (PNUD) afin de maximiser les synergies et l’expertise en faveur des systèmes d’alerte précoce et de la gestion des risques climatiques à Djibouti. L’OMM recrutera un(e) consultant(e) international(e), tandis que le PNUD recrutera un(e) consultant(e) national(e) afin de garantir que la mission soit adaptée au contexte, participative et ancrée dans les réalités institutionnelles djiboutiennes. Fonctions et responsabilités L’objectif de la mission est d’appuyer Djibouti dans l’élaboration d’un dispositif cohérent de communication des alertes précoces, articulé autour d’une stratégie nationale (cadre politique et de planification), d’un protocole de communication des alertes (cadre institutionnel opérationnel) et de procédures opérationnelles standard et outils associés (cadre de mise en œuvre). Dans le cadre du projet CREWS Djibouti, le/la consultant(e) sera chargé(e) d’appuyer l’élaboration d’un dispositif national cohérent de communication des systèmes d’alerte précoce (EWS), incluant une stratégie nationale, un protocole de communication des alertes et des procédures opérationnelles standardisées (SOPs). En appui aux institutions nationales et sous la supervision conjointe de l’OMM et du PNUD Djibouti, le/la consultant(e), en binôme avec un consultant nationale, contribuera à renforcer l’efficacité, la coordination et l’impact de la communication des alertes, en veillant à leur accessibilité, leur clarté et leur adéquation avec les besoins des autorités et des populations à risque. Dans ce cadre, les principales responsabilités incluent : a) Analyse diagnostique - Évaluer les cadres institutionnels, juridiques et opérationnels existants liés à la communication des alertes - Cartographier les rôles, responsabilités et mécanismes de coordination des acteurs de la chaîne d’alerte - Identifier les lacunes, contraintes et besoins en matière de communication, coordination et diffusion - Fournir une analyse comparative des dispositifs actuels de Djibouti par rapport aux bonnes pratiques régionales et internationales b) Élaboration de la stratégie nationale de communication EWS - Définir la vision, les objectifs et les priorités de la communication des alertes - Structurer l’architecture de communication, les publics cibles et les canaux de diffusion - Intégrer les principes d’accessibilité, d’inclusion, de genre et d’atteinte des populations vulnérables - Proposer une feuille de route de mise en œuvre et des indicateurs de suivi c) Développement du protocole national d’alerte - Définir les rôles et responsabilités institutionnels dans la chaîne d’alerte - Formaliser les étapes du processus d'alerte, de validation, d’approbation, de diffusion et de retour d’information - Établir les mécanismes de coordination, les niveaux d’alerte et les critères de déclenchement d) Élaboration des procédures opérationnelles standard (SOPs) - Traduire le protocole en procédures opérationnelles détaillées par institution et par canal - Développer des outils pratiques (modèles de messages, flux de communication, matrices de contacts, checklists) - Définir des mécanismes de test, de simulation et de mise à jour régulière des procédures e) Coordination, validation et rapportage - Travailler en binôme avec un consultant nationale afin d’assurer l’ancrage contextuel et l’applicabilité opérationnelle des livrables - Assurer une approche participative impliquant l’ensemble des parties prenantes nationales - Organiser et faciliter les consultations et ateliers de validation - Produire les livrables attendus (rapport de diagnostic, stratégie, protocole, SOPs) et documenter les recommandations Compétences et expérience requises Formation: Diplôme supérieur délivré par une université officiellement reconnue dans le domaine de la météorologie, de la climatologie, de l'hydrologie, de la gestion des risques de catastrophe ou dans un domaine connexe à la communication stratégique.
