Acquisitions Support Specialist

Overview The Acquisitions Support Specialist provides acquisition and procurement support services to the Department of the Interior (DOI), Indian Affairs (IA) Central Office in support of programs administered by the Bureau of Indian Affairs (BIA) and Bureau of Indian Education (BIE). The position requires demonstrated experience supporting federal acquisition processes, compliance with the Federal Acquisition Regulation (FAR), and coordination with contracting officials in a highly regulated environment. Place of Performance/Hours of Operation The Acquisitions Support Specialist will provide services in a remote capacity (i.e., professional home office), Monday through Friday, 8:00 a.m. to 5:00 p.m., except for federal holidays. Summary of Responsibilities The Acquisitions Support Specialist will provide professional acquisition support services to ensure timely, compliant, and effective procurement actions for Indian Affairs programs. Duties include, but are not limited to: - Support federal acquisition activities in accordance with FAR, DIAR, and DOI/IA policies and procedures. - Assis acquisition personnel with pre-award and post-award procurement support tasks. - Support with preparation, review, and coordination of acquisition documentation, including RFQs/RFPs, task orders, modifications, and supporting files. - Draft and refine acquisition documents (SOWs, PWSs, IGCE inputs, solicitation components) with supervisory guidance - Draft solicitations, assist with awards, execute modifications, and support terminations or closeouts. - Provide federal acquisition or procurement support. - Conduct market research and assist with small business considerations - Support evaluation activities and documentation - Assist with routine contract administration actions across Construction, A&E, Supplies, and Services - Navigate and complete tasks within PRISM with limited oversight. - Assisting with evaluation support activities, including resume and technical documentation reviews aligned to Statement of Work requirements. - Support coordination related to task order administration, deliverable tracking, and compliance monitoring. - Participate in acquisition planning activities and support communication between government stakeholders and contractors. - Maintain accurate records and documentation in compliance with federal acquisition and records management requirements. Qualifications The Acquisitions Support Specialist must demonstrate qualifications and experience: - Working-level proficiency with the Federal Acquisition Regulation (FAR) and the Department of the Interior Acquisition Regulation (DIAR). - Working-level knowledge of requirements related to the Buy Indian Act and how its mandates are implemented through acquisition strategies and contractual mechanisms. - Experience supporting multiple requirement types, including Construction, A&E, Supplies, and Services—consistent with IA acquisition operations that manage all such categories. - Functional experience using PRISM, the IA contract-writing system, to perform acquisition-specific tasks. - Experience supporting labor-hour, task order–based contracts. - Strong written and verbal communication skills for acquisition documentation. - Proficiency with Microsoft Office Suite tools. Security Employment is contingent upon the ability to pass the pre-employment drug test and a federal security investigation (background check) in order to obtain a U.S. Department of the Interior Public Trust clearance prior to start date. The Data Acquisition Specialist will lead research focused on the extraction, normalization and ingestion of civic data. This person would join a team working to build an unparalleled database used to inform the public and register new voters.
