Role Description Responsable de l'animation des politiques environnementales, vous animez la mission interservices de l'eau et de la nature (MISEN), et contribuez au portage et à la déclinaison des politiques de l'eau sur le département, ainsi qu'à la communication des priorités de l'État dans le domaine des contrôles eau et nature. Vos missions s'organisent en 3 volets : - Coordination interservices : - Animation de la mission interservices de l'eau et de la nature (MISEN) et coordination entre les services et opérateurs de l'État agissant dans le domaine de l'environnement. - Identification des priorités à l'échelle du département. - Organisation du comité stratégique annuel de la MISEN et des groupes de travail thématiques. - Organisation de la journée annuelle de contrôles interservices. - Organisation en coordination avec les procureurs de la République de la réunion commune COLDEN-MISEN. - Politique et planification : - Suivi de l'élaboration et de la mise en oeuvre des schémas directeurs d'aménagement et de gestion des eaux (SDAGE) et des schémas d'aménagement et de gestion des eaux (SAGE). - Suivi de l'élaboration et de la mise en oeuvre des études volumes prélevables. - Suivi des captages prioritaires du département et mise en oeuvre de la démarche zone soumise à contraintes environnementales (ZSCE). - Représentation de la direction lors des différentes réunions (comité de pilotage, groupes de travail). - Pilotage de projets : - Plan de contrôle de la MISEN : identification collégiale des priorités, de la volumétrie de contrôles prévisionnel, bilan annuel. - Plan d'action opérationnel territorialisé (PAOT) : bilan du plan en cours ; élaboration en concertation avec les acteurs du territoire du PAOT 2028 - 2033. - Territorialisation d'écophyto. Le poste nécessite des connaissances techniques (notamment en hydrologie et agriculture), une bonne connaissance des acteurs du territoire, une vision transversale, de bonnes capacités de travail en équipe et d'animation de réseaux, un bon relationnel. Vous êtes placé(e) sous la responsabilité de la cheffe de service et de son adjointe. Relations internes et externes : - Travail intégrant la dimension transversale des politiques liées à l'environnement, en relation avec les 3 bureaux du service, les autres services ou mission de la DDT et la direction. - Au niveau départemental : préfecture et sous-préfectures, DDETSPP, police et gendarmerie, Office français de la biodiversité, Office national des forêts, agence régionale de santé, chambre d'agriculture, fédération pour la pêche et la protection des milieux aquatiques, animateurs des SAGE, conseil départemental, syndicat départemental de l'eau, animateurs de sites Natura 2000. - Au niveau régional ou plus : DREAL Normandie et Pays de Loire, les DREAL de bassins, DRAAF, autres DDT(M), agences de l'eau Loire-Bretagne et Seine-Normandie, parcs naturels régionaux, ministères en charge de l'environnement et de l'agriculture. Qualifications - Connaissances techniques (hydrologie, agronomie, pratiques agricoles) et réglementaires dans les domaines de l'eau et de l'agriculture. - Animation de réseaux. - Capacité à travailler en équipe et en transversalité. - Capacité de concertation et de négociation. - Capacité à conduire et animer des réunions. - Rigueur d'analyse, esprit de synthèse. - Aptitude à anticiper et innover ; esprit d'initiative. - Qualités rédactionnelles. - Capacité à la communication orale. - Maîtrise des outils cartographiques. - Connaissance des acteurs dans le domaine de l'environnement et de l'agriculture.
