Role Description Rattaché(e) au délégué régional du CNRS, vous proposez et déclinez la politique immobilière (travaux neufs, entretien du patrimoine, sûreté) d’un ensemble de 96 000 m2, sur 3 sites dont un campus de 25 Ha. Vous conduisez les activités d’un service de 13 agents et de prestataires externes intervenant dans des locaux constitués en majorité de laboratoires de recherche en biologie, chimie et physique. En tant que responsable du service immobilier et logistique, au sein de l’équipe de direction régionale, vos activités consistent à : - Piloter une stratégie immobilière globale, durable - Définir les orientations stratégiques en matière immobilière, d’exploitation de site et d’optimisation de la maintenance, en cohérence avec la stratégie immobilière de l'établissement - Concevoir et piloter la programmation pluriannuelle des travaux (montage financier, planification, résultats) et assurer la responsabilité de la Maîtrise d’Ouvrage des projets immobiliers (5 M€ annuels en moyenne) - Proposer et mettre en œuvre les schémas directeurs sollicités par le délégué régional, notamment celui d’aménagement du campus du CNRS à Strasbourg/Cronenbourg - Décliner une politique ambitieuse en matière d’efficacité énergétique et coordonner la stratégie de l’organisme en matière de transition bas carbone - S’assurer de l’adaptation du bâti aux besoins de la recherche d’excellence menée par le CNRS et la conformité réglementaire du patrimoine du CNRS en Alsace - Fiabiliser le foncier du CNRS et garantir le renseignement du SI Patrimoine - Manager l’activité du service, des prestataires et assurer une expertise auprès des usagers - Piloter et coordonner les activités du service et assurer le management du service immobilier et logistique (4 pôles, 13 personnels, 1.1 M€ de budget annuel d’entretien immobilier) - Coordonner l’activité de nombreux prestataires et 24 marchés publics d’entretien immobilier, dans une logique de mutualisation et de performance de l’achat public - Assurer l’expertise et le conseil auprès des directions de laboratoires en matière immobilière (faisabilité technique, estimation financière, animation du réseau des 10 correspondants techniques bâtiment) - Instruire, avec les services compétents, les dossiers complexes et à enjeux - Assurer le développement et le suivi d’outils d’aide au pilotage dans les domaines d’activité du service - Mettre en œuvre la démarche UX portée par l'établissement auprès des différents publics : personnels de recherche, financeurs de travaux, institutions, etc. Qualifications - Expert dans le domaine du bâtiment avec un profil idéalement d’ingénieur ou d’architecte - Expérience de plus de 5 ans en matière immobilière ou de maintenance de sites techniquement complexes - Connaissance du code de la commande publique et du CG3P - Connaissance de l’exploitation de bâtiments constitués de laboratoire de recherche (un plus) Requirements - Manager performant, inspirant, juste - Capacité à accompagner une équipe et conduire des négociations avec des prestataires externes - Autonomie et capacité à déléguer pour responsabiliser et donner confiance en eux à vos agents Benefits - Niveau d'études minimum requis : Niveau 7 Master/diplômes équivalents - Expertise technique et management innovant et inspirant Company Description Localisation : 23 rue du loess 67037 Strasbourg Documents à transmettre : Pour postuler à cette offre, l'envoi du CV et d'une lettre de motivation est obligatoire.
