• support agency-wide Human Resources Information Systems (HRIS) for both Civil Service and Foreign Service human capital programs • ongoing maintenance and transition readiness of the Agency’s HRIS portfolio • ensuring system reliability • supporting system sustainment activities • preparing systems and associated data for transition • serve as a technical point of contact for assigned functional areas • work closely with subject matter experts to ensure data integrity • develop and execute data extracts • analyze data flows • support transition execution activities • prepare and validate data for migration • assist with system decommissioning tasks • support cutover activities • ensure continuity of operations throughout the transition process • develop, maintain, and organize system documentation and knowledge management resources

Job Requirements

  • Bachelor’s degree in Human Resources Management, Business Administration, Human Resource Informatics, Computer Information Systems or a related field is required
  • at least 4 years of experience with using National Finance Center (NFC) applications
  • 3 to 5 years of HR Information System specialist experience, ideally in the federal sector
  • Project management experience a plus
  • Excellent customer service and stakeholder engagement skills
  • Strong understanding of HR processes, HR data, and federal HR systems
  • Strong analytical and problem-solving skills, with attention to detail and data accuracy
  • Demonstrated ability to perform complex data analysis, extraction, and validation using HRIS tools and reporting platforms
  • Familiarity with data migration concepts, including data mapping, transformation, and reconciliation
  • Proficiency in Microsoft Excel, Word, and PowerPoint
  • Effective organizational, interpersonal, and communication skills, both written and verbal
  • Previous exposure to project-related activities through active participation in system-related projects
  • Ability to document systems, processes, and data structures clearly and comprehensively for both technical and non-technical audiences
  • Experience with HRConnect or other PeopleSoft systems, USA Staffing, and eOPF preferred
  • Experience with Google Sheets and Docs preferred

Experience and qualifications for success - Must demonstrate a strong knowledge and understanding of employee benefits as normally obtained through the completion of a high school diploma or equivalent. Bachelor’s Degree in Human Resources or related field, preferred. - Maintains a current working knowledge of federal, state, and local regulations concerning employee benefit practices, FMLA, ADA, multi-state leave laws, ensuring departmental policies and procedures meet compliance requirements. - Demonstrated experience in employee benefits and leave administration in a multi-state environment, HR compliance, or other programs requiring the ability to interpret and apply federal, state, local laws and company policies, is expected.
