Supports implementation of Congenital Syphilis Surveillance and Epidemiology programs at local and regional health departments using data from The HIV STD Integrated System (THISIS) reporting system and other large data sets in the STD Epidemiology and Surveillance Unit. This position prepares and presents program reports on Congenital Syphilis issues at national and state meetings. Program Specialist VI also plans and prioritize a variety of technical trainings, planning, policy, program assessment, and administrative activities for congenital syphilis programs, including overseeing the delivery of Congenital syphilis surveillance services in an efficient manner. PS VI completes and monitors Congenital Syphilis program administrative and performance reports from local and regional health departments and recommends appropriate changes to programs. Engages community and professional groups to coordinate, improve, and stimulate interest in the Congenital Syphilis program to secure support for the program. This position Identifies the need for new interventions on the CS programs and provides guidance to staff in the development and integration of new methods and procedures on the CS program. Develop and implement effective techniques for evaluating CS programs. Plans, assigns, and supervise the work of others. Works under minimum supervision with extensive latitude for the use of initiative and independent judgment. Presents reports and research findings to internal and external groups, including DSHS staff and community groups. This position may contribute to Congenital Syphilis epidemiologic profiles and DSHS reports for lay and professional audiences. Prepares required program annual and quarterly reports. Represents DSHS at meetings and conferences on a statewide and national basis and acts as a liaison to other branches within the Department and with state and national organizations related to congenital syphilis. (15%) Works within the CS team to identify cases eligible for Fetal Infant Mortality Review of HIV and Syphilis (FIMR-S) activities at multiple FIMR-S groups in Texas. Collaborates to ensure complete medical record of ascertainment, review, and documentation. Represents Texas DSHS at virtual and in person FIMRS meetings to identify gaps in services and prevention. Use academic and general search engines to locate congenital syphilis -related research. Provides consultation relating to research design, planning, instrumentation, and statistical analysis, both quantitative and qualitative. (15%) Provides consultative services and technical assistance to regional and local ICCR sites in accordance with state and national goals to ensure the accuracy, completeness, and timeliness of data gathered. Identifies and addresses training needs of ICCR sites, and aids in the evaluation of the effectiveness of program systems to improve accuracy, prevision, completeness, fidelity, and efficacy of ICCR. (5%) Provides feedback to management regarding needs related to the budget, grants or contracts, staffing, and policies and procedures. Prepares funding proposals. In This Role In this role, you will serve as a Senior Program Manager driving operational excellence and continuous improvement across enterprise-level customer support delivery operations. You will lead multiple large-scale programs focused on process efficiency, performance measurement, and change adoption. The ideal candidate will bring deep expertise in Lean Six Sigma methodologies, change management, and data-driven decision-making to streamline workflows, enhance cross-functional alignment, and deliver measurable business outcomes. Key Responsibilities - Lead 2–3 concurrent large-scale process improvement programs, ensuring timely delivery, measurable impact, and alignment with organizational goals. - Conduct data analysis, process mapping, and root cause analysis (RCA) to identify inefficiencies and develop solutions that enhance operational performance. - Apply Lean Six Sigma and continuous improvement methodologies to optimize customer support and delivery operations. - Develop and maintain Power BI dashboards and Azure DevOps reports to visualize performance metrics and support data-driven decision-making. - Design and implement standard operating procedures (SOPs), process documentation, and training materials to ensure long-term adoption and standardization. - Lead change management initiatives, ensuring teams are engaged, prepared, and supported throughout transitions. - Partner with delivery, infrastructure, and operations teams to align process improvements with broader business objectives. - Drive measurable performance improvements and report on KPIs to senior leadership and stakeholders. - Facilitate value stream mapping (VSM) sessions and other workshops to identify bottlenecks and prioritize high-impact opportunities. - Mentor and coach cross-functional team members on process improvement principles and best practices. Qualifications Required: - 10+ years of experience in project and/or program management, preferably within large-scale, complex operational environments. - 10+ years of hands-on change management experience, ideally leveraging PROSCI or equivalent methodologies. - 5+ years building and managing Azure DevOps dashboards and Power BI reports for performance and operational tracking. - Proven record of driving continuous improvement initiatives with measurable business impact. - Strong analytical and problem-solving skills; ability to translate data insights into actionable strategies. - Demonstrated ability to manage multiple programs simultaneously and deliver results in a fast-paced environment. - Excellent written and verbal communication skills with a strong ability to influence cross-functional teams and senior stakeholders. - Solid knowledge of business process design, service delivery operations, and performance optimization frameworks. - Green Belt or Black Belt certification in Lean Six Sigma required (or equivalent real-world application experience). Preferred Qualifications - PMP or PMI certification. - Experience leading process improvement initiatives within a customer support or service-oriented organization. - Familiarity with service-level agreements (SLAs), workforce management, and operational delivery metrics. - Experience training or mentoring teams in Lean Six Sigma, change management, or process improvement methodologies. - Strong working knowledge of Microsoft Project, Visio, PowerPoint, and other business productivity tools. - Background in operational excellence, business transformation, or performance improvement consulting. Compensation Information At Blueprint, we strive to offer competitive pay that reflects the value of our team members. Compensation for this role is influenced by a variety of factors, including skills, education, responsibilities, experience, and geographic market. For candidates based in Washington State, the anticipated salary range is $130,000 to $145,000 annually. Please note that we typically do not hire new employees at the top of the posted range. Actual starting pay will be determined based on experience, skills, and internal equity. The final salary and job title may vary depending on the selected candidate’s qualifications and could fall outside the stated range.
