Summary The Vice President of Testing Transformation is responsible for leading enterprise-wide modernization of Quality Engineering for a Medicaid healthcare IT organization. This role sets the strategic direction for testing excellence, automation, AI adoption, and regulatory readiness across all major platforms and programs. The VP oversees enterprise testing governance, ensures solutions meet business and compliance needs, and enables consistent, high-quality delivery across claims, eligibility, encounters, provider management, digital experiences, and state implementations. Your role in our mission - Develop the multi-year Testing Transformation roadmap aligned with organizational modernization, strategic Medicaid priorities, and CMS/state regulatory demands. - Establish and enforce enterprise testing standards, frameworks, and best practices for functional, regression, API, UI, UAT, non-functional, and end-to-end testing. - Introduce shift-left, shift-right, continuous testing, and predictive quality methodologies. - Lead the evaluation, adoption, and scaling of AI-driven testing capabilities. - Partner with data science, architecture, and platform engineering to incorporate AI/ML models into test insights, risk analytics, and release decisioning. - Implement GenAI tools to accelerate test creation, documentation, analysis, and reporting. - Build strong partnerships with business owners, clinical operations, compliance, and Medicaid teams. - Ensure test strategies directly support business goals, regulatory obligations, and operational readiness. - Drive business participation in test planning, UAT, validation cycles, and release readiness reviews. - Define and implement the enterprise automation strategy, ensuring scalability across platforms and regulatory programs. - Increase automation coverage across integration, regression, performance, API, and UI testing. - Partner with DevOps to embed test automation into CI/CD pipelines. - Ensure automation contributes to measurable improvements in speed, cost, and quality. - Oversee performance engineering and load/volume testing for mission-critical platforms (claims, eligibility, digital, interoperability, EDI/FHIR). - Lead all QA vendor relationships, including multi-shore delivery partners, test centers of excellence, and specialized testing firms. - Own strategy and governance for enterprise test tools including automation frameworks, test management platforms, defect management, performance tools, and AI-driven capabilities. - Ensure consistent adoption, tool standardization, and alignment with architecture. - Evaluate current testing talent, competencies, and organizational structure. - Create a skills development roadmap including AI skills, automation engineering, performance engineering, and regulatory testing maturity. - Build a strong leadership pipeline and foster a culture of quality, innovation, and accountability. - Ensure high engagement and productivity across local, remote, and offshore teams. What we're looking for - 15+ years of experience in IT Quality Engineering, Testing, or Software Delivery; 7+ years in senior leadership. - Deep understanding of Medicaid/Medicare programs, CMS regulations, and state-specific readiness testing. - Proven success leading enterprise testing transformation, automation initiatives, and AI-enabled testing programs. - Experience managing large offshore/vendor QA teams and complex multi-system integration testing. - Strong executive communication skills and ability to influence across business and IT leadership. - Bachelor’s in Computer Science, Engineering, or related field required; Master’s preferred.
