Proposal Manager – Non-Safety I&C Systems
Framatome
• Lead and coordinate complete proposal development per current Framatome process and procedures and in accordance with industry standards • Manages the preparation of bids and tenders, including formal approval of scope, schedule, price, and risk per the Framatome Delegation of Authority governance • Collaborates with technical teams and solution architects to ensure customer requirements are accurately fulfilled and clarify details to resolve ambiguity • Solicits all necessary information from stakeholders including but not limited to Engineering, Quality, Finance, Project Management, Supply Chain, Legal, and Finance • Develops the technical cost basis, including equipment, engineering hours, testing, and project execution model for standardized modules/products • Identifies technical and execution risks and incorporates mitigation strategies into the proposal development process • Coordinates with Finance and Commercial teams to identify cost optimization options • Efficiently coordinates proposal development schedule to maintain required proposal due dates including necessary internal approvals • Improves templates, cost models, and standard solution approaches to reduce bid cycle time and improve consistency • Captures lessons learned from each proposal to strengthen future bids • May assist Project Managers on Change Orders to existing Projects • Leads handoff from project bid phase through contract award to internal kickoff with PM team
Job Requirements
- Bachelor’s degree in Electrical Engineering, Nuclear Engineering, Systems Engineering, or a related field
- Minimum of 4 years of related experience in Nuclear Instrumentation and Controls
- Demonstrated experience leading technical proposals
- Excellent communication and coordination skills across technical and commercial teams
- Strong technical writing and documentation skills
- Demonstrated knowledge of Company product and service offerings
- Ability to work well with all levels of staff and management
- Knowledge of the sales process and associated tools (i.e. SPEAK)
- Experience supporting Nuclear utility customers / OEMs

• Manage All Request for Proposals (RFPs) End-to-End: Lead the entire lifecycle of proposal management, from identifying opportunities to final submission and follow-up. • Follow Up with Department Leads and Stakeholders: Ensure collaboration and timely input from Sales, Product, Legal, Finance, and other relevant teams to meet RFP deadlines. • Organize Compliance-Related Forms, Proposals, and Contracts: Maintain an up-to-date and accessible system for all regulatory and contractual documents to ensure audit readiness. • Analyze Proposals for Risks and Clarifications: Evaluate RFP terms and identify procurement-related questions, risks in contract terms, and negotiation opportunities. • Serve as Main Liaison with Contracting Representatives: Communicate with district procurement officers and legal teams to clarify terms, address concerns, and build strong relationships. • Research Regulations and Ensure Compliance: Stay current on federal, state, and district-level education procurement laws to ensure all documents and contracts are compliant. • Track and Enforce Contract Deadlines and Conditions: Ensure fulfillment of all critical terms such as delivery milestones and service level agreements (SLAs). • Maintain Organized Digital and Physical Record Systems: Establish and uphold document management practices that ensure easy access and version control. • Collaborate with Marketing on Product Messaging: Work with the marketing team to ensure that RFP responses reflect the most accurate and impactful positioning of the product. • Update Messaging in the Company’s Content Library: Keep the centralized content library (Loopio) up to date with the latest value propositions, product descriptions, and competitive differentiators.
