Role Description We are seeking a strategic and results-driven Business Development Manager to expand our federal contracting portfolio. This role is responsible for identifying, qualifying, and capturing new business opportunities across U.S. government agencies. The ideal candidate has a deep understanding of the federal procurement lifecycle, strong relationships within government and industry, and a proven track record of winning contracts. Key Responsibilities - Opportunity Identification & Pipeline Development - Research, identify, and qualify federal contracting opportunities (e.g., SAM.gov, agency forecasts, GWACs, IDIQs) - Build and maintain a robust pipeline aligned with company capabilities and growth targets - Capture Management - Lead capture efforts from pre-RFP through contract award - Develop win strategies, competitive positioning, and value propositions - Conduct stakeholder mapping and customer engagement planning - Client & Partner Engagement - Establish and maintain relationships with federal agency decision-makers, contracting officers, and industry partners - Attend industry days, conferences, and networking events - Identify and negotiate teaming agreements, joint ventures, and subcontracting opportunities - Proposal Support - Collaborate with proposal teams to develop compliant and compelling proposals - Contribute to solutioning, pricing strategies, and win themes - Participate in color team reviews and proposal evaluations - Market Intelligence & Strategy - Monitor competitors, market trends, and regulatory changes - Provide insights to leadership on growth opportunities and risks - Support strategic planning and account planning initiatives - CRM & Reporting - Maintain accurate records in CRM systems (e.g., Salesforce, GovWin) - Track opportunity status, forecasts, and win/loss metrics - Prepare regular pipeline and performance reports for leadership Qualifications - Bachelor’s degree in Business, Government, or related field (or equivalent experience) - 5+ years of business development, capture, or sales experience in federal contracting - Demonstrated success in winning federal contracts (prime or subcontract) - Strong knowledge of FAR/DFARS and federal acquisition processes - Experience with contract vehicles (e.g., GWACs, IDIQs, BPAs, GSA Schedules) - Established network within federal agencies and/or government contractors - Excellent communication, negotiation, and presentation skills Preferred Qualifications - Experience in IT, cybersecurity, Special Operations, Linguistics, Intel, engineering, logistics, etc. - Active security clearance (e.g., Secret or Top Secret) - Familiarity with tools such as GovWin, SAM.gov, FPDS, and USAspending - Capture management or proposal development experience - Master’s degree or relevant certifications (e.g., APMP) Company Description Global Dimensions is a HUBZone, service disabled, veteran-owned small business based in Fredericksburg, VA.
