Role Description The Program Manager is responsible for the overall leadership, execution, financial performance, and operational success of a complex government program. This individual serves as the primary interface with Government leadership, oversees program personnel, ensures contractual compliance, manages risks, and drives continuous performance improvements while maintaining the highest standards of quality and customer satisfaction. The successful candidate will possess deep knowledge of DIA operations, Intelligence Community mission requirements, and federal program management best practices. Essential Job Functions: - Program Leadership - Provide overall leadership and direction for a complex intelligence support program. - Serve as the primary point of contact between Global Dimensions and Government leadership. - Lead program execution to ensure contractual, technical, cost, schedule, and quality objectives are consistently achieved. - Develop and implement program strategies that support customer mission requirements. - Provide executive-level briefings, status reports, and recommendations to senior Government and company leadership. - Contract & Financial Management - Manage program budgets, staffing plans, subcontractors, and financial performance. - Monitor contract performance and ensure compliance with all contractual requirements. - Identify and mitigate program risks while implementing corrective actions when necessary. - Ensure timely delivery of all contract deliverables. - Personnel Leadership - Recruit, mentor, and manage high-performing program staff. - Foster a culture of accountability, collaboration, and mission excellence. - Conduct performance evaluations and provide leadership development opportunities. - Ensure personnel maintain required certifications, training, and security clearances. - Customer Engagement - Build and maintain strong relationships with DIA, Intelligence Community, and Department of Defense stakeholders. - Anticipate customer needs and proactively identify opportunities to improve mission support. - Represent the company during customer meetings, program reviews, and executive briefings. - Operational Excellence - Establish and monitor program performance metrics. - Ensure compliance with company policies, quality standards, and security requirements. - Drive continuous process improvement initiatives to enhance operational efficiency. - Support business development efforts by identifying growth opportunities within existing programs. Qualifications - Minimum 16 years of management experience, including applicable military leadership experience. - Demonstrated experience serving as a Program Manager on a large, complex government or intelligence program. - Advanced knowledge of the Defense Intelligence Agency (DIA) and the U.S. Intelligence Community (IC). - Project Management Professional (PMP) certification from the Project Management Institute (PMI). - Proven ability to manage program budgets, schedules, staffing, and contractual performance. - Exceptional leadership, organizational, and communication skills. - Experience briefing senior military, government, and executive leadership. - Ability to manage multiple priorities in a fast-paced, mission-focused environment. - Demonstrated proficiency with Microsoft Office Suite and the ability to quickly learn and utilize new technologies, systems, and software applications. Requirements - Active Top Secret (TS) security clearance required; SCI eligibility is highly desirable. - Familiarity with the Solutions for the Information Analysis III (SIA III) contract. - Prior U.S. Military or Federal Government experience. - Experience supporting intelligence, defense, or national security missions. - Based in or willing to relocate to the Washington, DC metropolitan area. - Experience leading geographically dispersed teams supporting classified operations. Role Description We are seeking a strategic and results-driven Business Development Manager to expand our federal contracting portfolio. This role is responsible for identifying, qualifying, and capturing new business opportunities across U.S. government agencies. The ideal candidate has a deep understanding of the federal procurement lifecycle, strong relationships within government and industry, and a proven track record of winning contracts. Position Summary The Proposal Manager leads, writes, and manages federal proposal responses in a fast-paced small-business environment. This role supports the full business development lifecycle—from early capture through final submission—while juggling multiple RFPs, RFIs, and task orders with expedited response times. The Proposal Manager works remotely with significant autonomy and is expected to bring structure, discipline, and strategic thinking to an organization with an evolving proposal process. Key Responsibilities Proposal Leadership & Management - Lead end-to-end development of compliant, compelling proposals, including RFP analysis, outline creation, schedule development, writing, editing, and final production. - Manage multiple concurrent proposals, often with short turnaround times (including 72-hour task order responses). - Facilitate color team reviews, solutioning discussions, and content development sessions with technical SMEs, BD, and leadership. - Develop and enforce proposal schedules, compliance matrices, templates, and version control practices. Writing & Content Development - Write clear, persuasive, and compliant proposal sections, including technical, management, past performance, and staffing narratives. - Translate SME input into polished, customer-focused content. - Maintain and expand a library of reusable proposal content, resumes, and past performance materials. Capture & BD Support - Support early capture activities by contributing to win strategy, customer analysis, competitor assessments, and solution development. - Participate in BD pipeline reviews and teaming discussions. - Assist BD with shaping activities, pipeline management, and opportunity qualification. Process Improvement & Organizational Maturity - Introduce and champion proposal best practices in an environment where proposals may be viewed as administrative rather than strategic. - Establish repeatable processes, templates, and workflows to improve efficiency and quality. - Educate internal stakeholders on proposal roles, expectations, and timelines. Collaboration & Communication - Coordinate across remote teams, subcontractors, and partners to gather inputs and ensure timely delivery. - Proactively communicate risks, gaps, and needs to leadership (owner). - Build strong relationships with SMEs and BD staff to improve proposal readiness and solution quality. Required Qualifications - Bachelor’s degree in business, or related field. - 5+ years of experience managing and writing federal government proposals; small-business experience strongly preferred. - Demonstrated ability to manage multiple proposals simultaneously with minimal oversight. - Strong writing, editing, and storytelling skills with the ability to synthesize technical information. - Experience with rapid-turnaround task orders and IDIQ environments. - Familiarity with Shipley or similar proposal methodologies (formal certification a plus). - Proficiency with Microsoft Office and collaborative tools (Teams, SharePoint, etc.). - Ability to work independently in a remote environment with high accountability. Preferred Qualifications - Experience supporting BD and capture activities in a small or growing organization. - Ability to introduce structure and process where limited frameworks currently exist. - Knowledge of federal contracting, FAR/DFARS, and government procurement cycles. - Graphic design or desktop publishing experience (e.g., PowerPoint, Visio, Adobe) is a plus.
