Job Description

Business Systems Analyst

• Elicit, document, and communicate business requirements for the Solicitation Review System, ensuring accuracy and clarity for stakeholders and the development team. • Coordinate, schedule, and lead all requirements gathering meetings with Compliance and Quality Control Division staff. • Conduct gap analysis comparing current system functionality to desired future-state functionality, including workflows and PowerBI reporting. • Collaborate daily with the Senior Systems Advisor to track development and implementation of requirements and test system functionality for adherence to business requirements. • Develop and maintain current-state documentation, including process maps, field inventories, user role definitions, and catalogs of automated notifications and triggers. • Produce future-state requirements documentation, including functional requirements, requirements traceability matrices, and updated email templates. • Define reporting requirements for redesigned PowerBI dashboards, including metrics, KPIs, data transformation specifications, and legacy data integration rules. • Develop and execute test plans, test cases, and test scripts; document and report test execution results, including pass/fail outcomes and issue severity ratings. • Maintain a version-controlled requirements change log and submit weekly collaboration artifacts, including meeting summaries, action items, and technical clarifications. • Report weekly to the Director of Contract Compliance on project progress, open issues, risks, and overall status.

Job Requirements

  • 7 years of business analysis experience, including requirements elicitation and documentation, gap analysis, and testing.
  • Demonstrated government experience in a business analysis or related capacity.
  • Experience on projects of similar scope and complexity, as reflected in resume job details or project descriptions.
  • Knowledge of BABOK Guide principles, including elicitation, requirements analysis, and validation.
  • Knowledge of gap analysis methodologies comparing current state to desired state.
  • Knowledge of the Software Development Lifecycle (SDLC) and management information systems capabilities and limitations.
  • Skill in defining functional requirements, specifications, and related deliverables.
  • Skill in requirements elicitation techniques, including interviews, workshops, document analysis, observation, and surveys.
  • Skill in verbal, written, and presentation communication.
  • Skill in interpersonal relationships, including the ability to negotiate, resolve conflicts, and maintain effective working relationships across levels of personnel in governmental entities.
  • Skill in troubleshooting and problem solving.
  • Skill in Microsoft Excel.
  • Ability to create clear, complete, and actionable requirements documentation.
  • Ability to build consensus across multiple teams and adapt to evolving system complexities.
