• Manage day-to-day project delivery from construction start through turnover. • Develop and maintain detailed project schedules, identifying critical paths and mitigating risks proactively. • Track progress, resolve issues, and drive alignment across contractors, engineering teams, and internal stakeholders. • Lead coordination of site logistics, permitting, inspections, and construction readiness. • Monitor project budgets, commitments, forecasts, and cost-to-complete reports. • Review and validate change orders, pay applications, and vendor invoices. • Serve as primary point of contact for general contractors, subcontractors, and third-party vendors. • Lead weekly coordination meetings, track deliverables, and enforce performance expectations. • Ensure all partners adhere to project schedules, quality standards, and safety protocols. • Conduct site walks to monitor workmanship, safety practices, installation quality, and design adherence. • Ensure compliance with codes, regulations, and company standards. • Partner with Development, Engineering, Operations, and Procurement to support project readiness and seamless handoff. • Maintain accurate project logs, reports, meeting minutes, submittal trackers, and decision records.

Job Requirements

  • 7–10+ years of construction project management experience, ideally with large commercial, industrial, and a minimum of 4+ years directly in mission-critical builds.
  • Demonstrated experience managing general contractors, subcontractors, and technical project scopes.
  • Strong background in MEP-heavy construction, infrastructure systems, or high-density facilities.
  • Proven ability to manage schedules, budgets, RFIs, submittals, and site coordination.
  • Bachelor’s degree in Construction Management, Engineering (Elec/Mech/Eng. Mgmt. Preferred), Architecture, or equivalent related field experience.

Serve as the final quality assurance checkpoint for all documentation to ensure it meets Client’s high standards. Project Planning & Team Leadership: Develop and maintain a detailed project plan consistent with the Project Management Body of Knowledge (PMBOK) framework. Description PROJECT MANAGER - HOUSING SUPPLY INITIATIVES ICF seeks a self-motivated Project Manager with experience in housing, community development, and economic development to serve as an integral member of a growing number of Housing Supply initiatives within the Housing and Community Development portfolio. This role supports federal, state, regional, and local clients in designing and implementing local strategies to expand and preserve their supply of housing, including affordable housing, with a particular emphasis on slower growing and economically distressed communities where market realities require targeted, multisector interventions. The Project Manager will lead and contribute to a variety of engagements, including those under U.S. Department of Housing and Urban Development (HUD) technical assistance programs, as well as projects for state, regional, and local clients. They will help communities activate a broad set of housing supply and community economic development strategies aimed at attracting capital, reducing barriers to development, and supporting long-term neighborhood and market resilience. Candidates must bring strong knowledge of supply-side levers such as local economic incentives, Opportunity Zones, Tax Increment Financing, land banking and assembly, inclusionary and incentive-based land use policies, transit-oriented development, vacant property strategies, incremental or small-scale developer capacity building, and preservation of naturally occurring affordable housing (NOAH).
