• Actively build positive, collaborative relationships with the client to understand the client's business priorities and bring assets and expertise aligned with the priorities. • Provides leadership to the project teams. Promote empowerment of the teams, ensuring each team member is fully engaged, making a meaningful contribution, and encourage a sustainable pace with high-level quality. • Facilitate daily stand-ups, sprint demos, retrospectives, sprint planning, and backlog grooming meetings. • Act as agile coach adapting teams to agile/scrum methodology using techniques that increase collaboration, predictability, transparency and promote a culture of experimentation and innovation. Use agile methodology values, principles, and practices to plan, manage, and deliver large-scale initiatives, features, and stories in an iterative fashion • Monitor and manage team goals and performance and ensure the team understands how they align and relate to broader business goals and strategies. • Deep-dive existing and potential problem areas, develop and communicate corrective action and mitigation plans, and drive follow-through to a successful resolution. Be hands-on when needed to help your team solve problems and get through crunch periods. • Establish and manage product roadmap. Manage changes to the projects scope, project schedule, and project costs using appropriate verification techniques. • Responsible for overall contract and project cost management. Ensure projects remain in scope and within budget through active project budget tracking and burndown tracking. Work closely with corporate operations and the customer to ensure total expenditures are tracked and costs are managed and communicated through proper change management.
Job Requirements
- Bachelor's degree in computer science, business, or a related field
- 5-8 years of Project or Program Management and related experience in the federal government
- Capacity to embrace change and quickly adapt to new situations, changes in direction, and altering priorities
- Ability to clarify the process, brainstorm solutions, and assist in conflict resolution
- Experience using agile performance metrics to drive accountability and continuous improvement
- Experience adapting newly formed teams to scrum and leading their journey through the stages of storming, forming, and norming.
- Strong familiarity with project management software tools, methodologies, and best practices
- Adept at refinement, story splitting, estimation, velocity, retrospection, and other scrum techniques
- A love to learn and improve as a leader, always looking to bring something new and helpful to the team. Embodies the agile principles and leads by example
- Strong knowledge of Scrum theory and agile practices
- PMP certification/PRINCE2 certification (or other certifications acknowledged by organizations such as PMI or APM)

• Plan, organize, coordinate, manage and maintain the personnel under this action to execute various initiatives and projects under the six CQM programs. • Communicate with the COR daily regarding performance and/or personnel concerns. • Provide oversight and management of personnel, to include onboarding and required training. • Maintain compliance, generate/update reports. • Develop and manage schedules. • Develop the contract Program Management Plan and Weekly Performance Reports. • Define and maintain standards for consistency across the CQM programs. • Apply the principles of high reliability, health and health care improvement and the role of CQM in support of readiness in the military health care environment. • Analyze and report program efforts to ensure operational excellence, manage risks, and reliable processes. • Conduct weekly meetings with COR and other CQM Program leads. • Provide administrative and programmatic support. • Develop a Program Management Plan (PMP) to include CQM implementation and operational details and obtain Government approval. • Update it annually and use it to manage, track, and evaluate TMS’s administration, execution, and tracking. • Ensure adherence to all federal acquisition regulations, statutes, Department of Defense Instructions (DoDI’s), and DHA policies and procedures pertaining to the CQM program, DHA security and training requirements, standards of conduct as established by the DHA Director. and program reporting protocols. • Perform other duties as required.
• Engage directly with FSA stakeholders to gather insights and ensure Hub content remains accurate, relevant, and aligned with current programs and priorities. • Own ongoing content updates within Webflow, including editing and maintaining existing pages. • Build and launch basic, no-code webpages in Webflow to support new Hub resources and workflows. • Review and score farmer coursework associated with FSA loan borrower training. • Own and deliver bi-annual reporting requirements, ensuring accuracy, completeness, and alignment with cooperative agreement expectations. • Learn and utilize JotForm to support Hub content and workflows, including building and managing forms as needed. • Leverage Google Analytics to analyze and report on Hub usage data.
