Role Description Constellation, Inc. is seeking an experienced Supervisory Program Manager (PM) to lead execution of the Operational Secure Tracking and Reporting Support Services for U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO). The Program Manager will provide executive-level leadership and end-to-end oversight of a multidisciplinary contract covering: - Software development - Curriculum development - Training delivery - Accreditation - Multimedia production - Technical writing - Operational support services The PM serves as the primary interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and CBP/AMO stakeholders, ensuring all contractual, technical, administrative, financial, and security requirements are executed on time, within scope, and within budget. Key Responsibilities - Serve as the primary point of contact for the Government (CO/COR) on all contract matters. - Provide executive oversight of Supervisory Project Managers and the Supervisory Software Project Manager. - Direct and manage a multidisciplinary team including software developers, instructional designers, accreditation specialists, multimedia professionals, instructors, technical writers, and training assistants. - Ensure successful performance of OpSTAR software development and lifecycle support (Agile/DevSecOps environment), Curriculum and CBT development (SCORM/Section 508 compliant), Training scheduling and logistics, Accreditation management (e.g., FLETA-aligned efforts), Multimedia and AV production and Law enforcement and aviation instruction support. - Oversee development and submission of required deliverables, including Project Management Plans, Quality Assurance Plan, Risk Mitigation Plans, Weekly Activity Reports, Monthly Status Reports, Financial Estimates and Staffing Plans. - Ensure compliance with DHS/CBP policies, including DHS 4300A, CBP OIT standards, Section 508, security directives, and applicable FAR requirements. - Manage contract financial performance, cost controls (including ODC approvals), and resource allocation. - Implement proactive risk identification and mitigation strategies. - Ensure continuity of operations and oversee transition support activities at contract closeout. - Maintain accountability for quality of work, data security, customer satisfaction, and overall contract performance.
