This is a fully remote position and contingent on contract award. Job Summary The Program Acquisition Manager leads contractor support to the DLA DAI PMO acquisition function, providing end-to-end lifecycle oversight and coordination for IT acquisition programs in accordance with the Adaptive Acquisition Framework, DoDI 5000 series guidance, and applicable DoD and DLA policies. Serves as the primary lead for acquisition lifecycle management activities, ensuring milestone readiness, documentation completeness, compliance tracking, schedule integration, and executive reporting accuracy. Collaborates closely with Government Program Managers, functional leads, financial analysts, and testing personnel to improve acquisition process efficiency and ensure timely, compliant delivery of acquisition artifacts. Primary Duties and Responsibilities include: Provide IT Acquisition Lifecycle Leadership. Lead the acquisition process team supporting ACAT and non-ACAT IT programs. Provide expertise on the Adaptive Acquisition Framework, DoDI 5000 series requirements, Business Capability Acquisition Cycle, and Clinger-Cohen Act compliance. Oversee preparation and maintenance of acquisition documentation including Acquisition Strategies, Acquisition Decision Memorandums, Capability Implementation Plans, Capability Support Plans, Business Case Analyses, Analysis of Alternatives, Enterprise Architecture artifacts, and Acquisition Program Baselines. Ensure acquisition documentation is current, complete, and aligned with milestone expectations. Provide Milestone Management and Readiness Oversight. Develop and manage milestone preparation schedules for Milestone Decision Reviews, Authority to Proceed reviews, In-Process Reviews, and Investment Decision Reviews. Ensure acquisition compliance schedules are maintained and integrated into the Integrated Master Schedule. Coordinate development of read-ahead materials, executive briefings, and supporting documentation. Validate documentation quality, completeness, and regulatory alignment prior to submission. Support Acquisition Compliance and Risk Management. Review and analyze source acquisition documentation to ensure compliance with DoDI 5000 series and alignment with statutory, regulatory, and policy requirements. Ensure accuracy of cost, schedule, and performance data. Identify discrepancies, documentation gaps, schedule risks, and compliance risks. Coordinate mitigation strategies with the Government Program Manager. Track and report acquisition risks and issues in accordance with PMO governance processes. Provide Data Collection and Information Management. Manage and track collection, input, and processing of acquisition information from functional stakeholders, technical leads, financial management teams, and testing and cybersecurity teams. Ensure acquisition data is accurate, consistent across artifacts, version-controlled, and maintained in required formats and repositories. Oversee maintenance of acquisition documentation libraries and compliance trackers. Support Integration with Financial and Cost Management. Coordinate with financial analysts to ensure cost estimates align with acquisition documentation. Ensure budget exhibits and cost artifacts support milestone decisions. Ensure POM and BES inputs align with acquisition strategy. Support integration of cost realism analysis and lifecycle cost estimates into milestone documentation. Support Coordination with Testing and Cybersecurity Functions. Ensure testing strategies, TEMP documentation, interoperability requirements under DoDI 8330.01, and cybersecurity artifacts are aligned with acquisition lifecycle requirements. Coordinate integration of RMF documentation, test results, traceability artifacts, and compliance certifications into milestone decision packages. Support Process Improvement and Efficiency Optimization. Lead contractor team efforts to improve acquisition process efficiency and documentation flow. Identify process bottlenecks and recommend improvements to streamline artifact preparation and delivery. Clearance Requirements There is a Secret Security clearance requirement for this position. Required Skills & Certifications 5+ years of program management experience supporting ACAT and non-ACAT acquisition programs. Demonstrated experience with IT acquisition lifecycle processes. Demonstrated experience with the Adaptive Acquisition Framework. Demonstrated experience with DoDI 5000 series milestones. Demonstrated experience with acquisition documentation development and review. Experience managing, reviewing, and analyzing a variety of acquisition source documentation. Experience supporting milestone decision reviews and compliance reporting. Desired Skills & Certifications Experience supporting DLA contracts. Experience supporting ERP or enterprise IT programs. Familiarity with DLA or Defense Working Capital Fund environments. Experience supporting FITARA, Clinger-Cohen, or Business Capability Acquisition Cycle compliance efforts.
