• Oversee unannounced site visits and ensure teams adhere to Quality Standards for Inspection and Evaluation (CIGIE Blue Book) and GAGAS requirements • Manage a seamless, high-velocity inspection machine from initial deployment to final publication • Ensure every inspection report and finding is structured like an investigative record, perfectly documented, heavily sourced, and built to withstand intense external or legal challenges • Successfully direct a dedicated team of Senior Inspectors, Auditors, and Medical Subject Matter Experts through 3-to-4-day site walkthroughs, capturing evidence • Establish an airtight internal quality control process for thorough cross-referencing • Drive a streamlined drafting workflow to submit comprehensive, site-specific draft reports to the Client within deadlines • Act as the primary on-site Manager for inspection teams (4–6 personnel), coordinating logistics and ensuring safety and professionalism

• Conduct on-site walkthroughs and interviews with staff and residents to collect high-quality data. • Synthesize findings into clear, actionable reports that identify deficiencies and conform to OIG/OIE standards. • Support the creation of complex workpapers and draft site-specific reports outlining deficiencies and recommendations. • Coordinate with medical subject matter experts to integrate specialized findings into draft reports. • Ability to travel 1 to 2 weeks per month and remain 24-hour ready for unannounced facility visits. • Capacity to walk 15,000+ steps, stand for 8–10 hours, and carry equipment through various facility terrains.

• Provide day-to-day management of overall contract support operations and maintaining authority for technical and financial decisions. • Lead a team of up to 25+ personnel in a high-stakes, fast-paced environment to ensure success. • Facilitate weekly progress meetings and provide comprehensive monthly reports that accurately assess technical progress and schedule status. • Act as the primary responder to technical problems, ensuring resolutions are provided within 4 hours.

• Oversee high-priority compliance inspections and reports • Manage a team of 15 to 20 individuals performing inspection deliverables • Transform inspection data into litigation-ready reports • Ensure 100% evidentiary integrity through refined review protocols • Apply a litigation-informed lens to documentation to eliminate reporting vulnerabilities • Standardize interview methodologies to reduce remediation cycles • Synthesize data into high-level risk insight reports with actionable recommendations • Lead the review and validation of inspection reports • Identify inconsistencies across inspection activities and guide corrective action • Coach inspection teams on compliance and evidentiary proof.

• Participate in risk assessments. • Test processes and internal controls to ensure compliance and practices are in place. • Sample and review expense reimbursements for equipment, supplies, and personnel to ensure they accord with laws, regulations, and established guidelines. • Draft recommendations and reports to summarize testing, findings, and recommendations, and ensure that required reports are submitted per project requirements. • Ensure that staff paid from grant funds are properly certified and that their documented duties align with the grant from which the funds were expended. • Ensure that appropriate actions are taken to resolve past deficiencies in auditing or monitoring reviews.

• Provide expert technical assistance to grant recipients in specialized areas, including business planning, job creation, and rural water/wastewater infrastructure management. • Manage assigned caseloads of up to 40 recipient projects, providing direct oversight and monitoring of grant progress. • Support program data collection and analysis to strengthen project effectiveness and assist with obtaining OMB clearances for pertinent documents. • Draft public-facing content, including congressional reports, blogs, and program spotlights that highlight community impact.

• Develop and execute a comprehensive capacity-building plan for the Office of Community Services (OCS) and the Division of Community Discretionary and Demonstration Programs (DCDDP), including approach, timeline, and organizational resources. • Lead the end-to-end development and delivery of 60 high-impact capacity-building initiatives and training resources annually, including webinars, toolkits, SOPs, and online learning resources, focused on strengthening the operational excellence of grant recipients. • Implement management controls to meet cost, performance, and scheduling requirements. • Establish goals and strategies to measure performance and recommend recipient activities. • Lead the drafting of technical documents for leadership, technical assistance plans, and use quality assurance plans as a tool to manage the overall project. • Conduct educational and research webinars to identify barriers to entry. • Manage approximately 10 mid-to-senior-level staff.

• Analyze program data to identify barriers to community success and ensure that Community Economic Development (CED) and Rural Community Development (RCD) initiatives are resulting in sustainable job growth and long-term economic stability. • Provide technical assistance to grant recipients, helping them navigate the complex logistics of rural water and wastewater management and the strategic planning required to launch and maintain community-based businesses. • Conduct policy and program research, evaluation studies, and performance measurements. • Assist in reviewing active grants and conducting risk assessments to determine who should be monitored. • Provide policy development support and assist in obtaining OMB clearance for certain documents. • Provide expert guidance in Community Economic Development (CED) or Rural Community Development (RCD) as required. • Ensure every technical solution leads to long-term community independence, from helping a rural town launch a sustainable small business to solving the complex engineering hurdles of delivering clean water to remote populations.

• Conducting comprehensive reviews of UAC facilities to assess compliance with ORR policies, the Flores Settlement Agreement, and other federal mandates. • Evaluating facility operations, including case management, clinical services, and educational programs. • Reviewing financial records and program budgets to ensure funds are used appropriately and efficiently. • Facilitating the identification of potential waste, fraud, or abuse in grant expenditures. • Synthesizing complex information into clear, actionable monitoring reports for federal clients. • Participating in post-site visit briefings to discuss findings and recommended corrective actions.
