• Lead and manage the development of high-quality, compliant, and compelling proposals in response to government and commercial Requests for Proposals, Requests for Information, and other solicitation types. • Oversee the entire proposal process, from initial analysis of requirements to final submission, ensuring alignment with North South Consulting Group's strategic goals and client needs. • Assemble and manage cross-functional proposal teams, including subject matter experts, writers, and reviewers, to develop comprehensive and persuasive proposals. • Oversee the creation, review, and revision of proposal content to ensure clarity, compliance, and alignment with client requirements and evaluation criteria. • Develop and maintain proposal schedules, ensuring all milestones and deadlines are met, and facilitate regular proposal status meetings. • Conduct thorough reviews of proposal documents for compliance, accuracy, and quality, implementing necessary revisions to enhance proposal effectiveness. • Identify opportunities to improve proposal processes, tools, and templates to increase efficiency and effectiveness in future proposal efforts. • Work closely with business development, capture management, and operational teams to develop win strategies, themes, and discriminators that resonate with clients.

• Lead the end-to-end design and development of robust, high-performance applications using Java/Spring Boot and Node.js for backend services, alongside Angular for the frontend. • Build the front-end of applications through appealing visual design, utilizing modern UI templates, HTML5, CSS, and Angular to ensure responsive and seamless user experiences. • Architect, deploy, and maintain secure and scalable cloud environments using AWS services (e.g., EC2, S3, Lambda, API Gateway). • Design and implement RESTful APIs and microservices, to maintain efficient data flow between the frontend, backend, and database layers. • Guide technical teams, conduct rigorous code reviews, establish software development best practices, and drive continuous integration and continuous deployment (CI/CD) initiatives. • Work closely with stakeholders, product managers, and UI/UX designers in an Agile environment to translate business requirements into technical solutions.

• Serve as the senior leader responsible for the successful execution, oversight, and continuous improvement of the Work for Warriors Vermont program • Provide full operational oversight of program execution, staffing, and service delivery • Serve as the primary liaison and advisor to government leadership, including the State Family Program Director • Manage program performance, ensuring compliance with all reporting, outreach, and placement requirements • Develop and implement strategic plans to improve employment outcomes and program efficiency • Oversee data collection, tracking systems, and performance analytics to inform decisions • Build and maintain partnerships with employers, military units, and community organizations • Ensure timely submission of all required reports (monthly, quarterly, annual, and after-action)

• Develop and execute a statewide digital marketing and outreach strategy. • Create and manage multimedia content including videos, graphics, podcasts, and social media posts. • Maintain and update program websites in compliance with accessibility and performance standards. • Design marketing collateral such as flyers, newsletters, and promotional materials. • Support outreach events through targeted digital campaigns and promotional content. • Analyze digital performance metrics (engagement, reach, conversions) and optimize strategies. • Produce employment-focused digital tools for clients (e.g., video resumes, online portfolios). • Collaborate with recruiting and program staff to align messaging and outreach efforts.

• Design, develop, and maintain OmniStudio solutions, including OmniScripts, Integration Procedures, DataRaptors, and FlexCards, in support of Department of Defense (DoD) mission systems • Translate functional and mission requirements into secure, scalable technical solutions aligned with DoD architecture standards • Support modernization and migration of legacy systems to Salesforce Government Cloud/DoD-compliant environments as needed • Develop and maintain secure integrations with internal and external DoD systems using REST/SOAP APIs and approved middleware • Ensure all solutions comply with DoD cybersecurity and compliance frameworks, including NIST controls, FedRAMP and RMF requirements • Implement security best practices, including role-based access control (RBAC), encryption, and secure coding standards

• Provides functional and technical expertise to support mission-critical DoD casualty and personnel systems. • Serves as the primary liaison between functional stakeholders, program leadership, and technical teams. • Ensures system capabilities align with operational requirements, statutory reporting needs, and user expectations. • Leads requirements analysis, business process improvement, data validation, and user engagement activities. • Supports system modernization, cloud migration, and ongoing operations within a secure AWS GovCloud environment. • Operates within an Agile and DevSecOps framework and supports compliance with DoD Risk Management Framework (RMF), cybersecurity requirements, and Zero Trust principles.

• Planning, designing, and executing comprehensive testing strategies for mission-critical Department of Defense (DoD) casualty and personnel support systems. • Ensure delivery of secure, reliable, and high-performing applications. • Support the full system lifecycle including discovery, development, modernization, integration, deployment, and operations & sustainment. • Working within an Agile DevSecOps framework to ensure all solutions meet functional, performance, cybersecurity, and compliance requirements.

• Maintain CI/CD pipelines and secure build processes supporting rapid, reliable deployments • Implement automation to support quality, consistency, and repeatable deployments • Support release management and operational continuity during development and sustainment
