• Provide technical leadership for ESI.mil website and CMS sustainment, modernization, enhancement, and operations support. • Lead solution architecture, system design, technical planning, and implementation strategies for approved website and CMS changes. • Support continuous website operations, including troubleshooting application issues, resolving defects, safeguarding data integrity, and preventing service degradation. • Guide secure software development practices, cybersecurity remediation, monthly security reviews, software library updates, and vulnerability response activities. • Support compliance with applicable DoD, DON, NIWC PAC, RMF, STIG, CUI, NIST, DFARS, and secure development requirements. • Ensure new and existing website features support Section 508 accessibility requirements and accessible design practices. • Lead technical analysis for adaptive enhancements, including secure portals, CAC-enabled access, search improvements, license transfer databases, reporting features, workflow automation, data analytics, AI/ML-enabled capabilities, and mobile-friendly development. • Coordinate with DON OA ITD and Government stakeholders to support QA, UAT, production deployments, CI/CD practices, and release readiness. • Provide technical input to the product backlog, product release roadmap, risk register, system documentation, architecture artifacts, and CDRL deliverables. • Support RMF/ATO and Certification & Accreditation documentation, including technical inputs for system security, vulnerability assessment, STIG, SAR, POA&M, and related artifacts. • Oversee source code quality, configuration management, version control, integration testing, deployment planning, and technical documentation updates. • Identify technical risks, dependencies, constraints, and modernization opportunities; recommend practical mitigation strategies. • Mentor technical team members and ensure architecture, coding, testing, and deployment activities follow approved quality and delivery processes.

• Formulate and define specifications for complex software programming applications. • Design, develop, test, debug, and maintain software applications and services. • Modify and enhance existing software applications using engineering releases and utilities from software manufacturers. • Support operating system maintenance activities, including advanced file maintenance routines, telecommunications networks, and enterprise software packages. • Participate in all phases of the Software Development Life Cycle (SDLC), including requirements analysis, design, development, integration, testing, deployment, and maintenance. • Develop and maintain technical documentation for software applications and system processes. • Evaluate new and existing software products and recommend improvements or enhancements. • Collaborate with system administrators, cybersecurity personnel, and project stakeholders to ensure secure and efficient system operations. • Troubleshoot software and system issues in both development and production environments.

• Perform daily database operations, monitoring, and routine maintenance. • Support Oracle and/or SQL Server database environments. • Support daily ETL processes for reporting and data warehouse activities. • Develop, run, and troubleshoot SQL queries. • Validate data quality and support interface reconciliation. • Generate data quality reports and assist with data quality controls. • Support SFTP-based data transfer processes. • Provide Tier 1–2 help desk support for database, reporting, data, and interface issues. • Support MicroStrategy or similar BI/reporting environments. • Maintain database documentation and support approved change and release processes.

Management Analyst III Full-Time Ability to Obtain HHS Public Trust Level II Washington D.C. Nationwide IT Services is seeking a Management Analyst III to support the Department of Health and Human Services (HHS), Office of Civil Rights (OCR). The candidate will provide mission support services, provide recommendations and advice regarding the development and implementation of OCR’s mission. Duties and Responsibilities: Design, develop, and maintain custom data reporting solutions to address functional needs and mission-specific requirements. Customize and extend workflows, data input and output forms, and user interfaces. Develop and integrate OpenText applications with external systems using REST/SOAP APIs and database engineering services. Implement analytics, reporting, and AI-driven capabilities (including using OpenText Magellan) to enhance data insight and decision support. Translate business and operational requirements into technical designs and implemented solutions. Support system enhancements, upgrades, and performance optimization for OpenText platforms. Troubleshoot and resolve application issues related to custom OpenText development and integrations. Develop and maintain technical documentation for custom solutions, workflows, and integrations. Collaborate with system administrators, architects, and stakeholders to ensure solutions align with enterprise architecture and security requirements. Job Qualifications: Working knowledge of Open Text platforms; AppWorks and Magellan. 5+ years of development experience working with enterprise-scale data reporting applications. Demonstrated experience working with data reporting, including workflow development and process automation. Minimum Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or a related technical field. Strong capabilities for charting workflows, business processes, and understanding data modeling concepts. Experience supporting enterprise or regulated environments (e.g., government, healthcare, or compliance-driven systems) preferred. Ability to analyze complex requirements and deliver scalable, maintainable technical solutions. Must obtain and retain a Public Trust Level II clearance. Ability to work well with a team in a high-visibility, fast paced environment. Must be flexible in balancing competing and new priorities with strong analytic, communication and writing skills. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position.  Experience must be equivalent to four years specialized experience equivalent to the GS-13/14 level in the Federal Government. • Serve as the task order project manager for large, complex cybersecurity efforts • Support the Program Manager in coordinating with the Government KO, COR, and customer stakeholders • Manage task order execution to ensure technical solutions and schedules are implemented on time • Oversee enterprise-wide integration planning and coordination with other functional systems • Provide project reporting, status updates, and performance tracking

• Responsible for technical analysis, design, development, and testing of data connections, universes, and dashboards/reports. • Build reports/visualizations within the analytic framework to support key performance indicators (KPIs) and metrics. • Review functional requirements, performance criteria, and data consumption needs to support the design of technical components. • Lead the design and development of analytical queries, reports, and visualizations utilizing the Enterprise Business Objects Suite of tools (e.g., Crystal Reports, Web Intelligence Reports, Lumira Visualizations and OLAP queries). • Lead test activities and address/resolve technical issues to align with business requirements.

• Collect, organize, and analyze information required for the preparation of user manuals, training materials, installation guides, proposals, and reports. • Edit and format functional descriptions, system specifications, user manuals, special reports, and other customer deliverables. • Prepare and maintain systems, programming, and operations documentation, including procedures and methodologies, under general supervision. • Maintain a current internal documentation library to ensure accuracy and accessibility of documentation. • Coordinate and provide special documentation services as required. • Support basic financial and administrative tasks related to documentation efforts.

• Serve as a cybersecurity Subject Matter Expert (SME) for the authorization of information systems and associated cybersecurity policies, procedures, and processes. • Apply in-depth knowledge of the DoD Risk Management Framework (RMF) and Authorization to Operate (ATO) processes. • Perform cybersecurity authorization activities or act as an SME supporting systems undergoing authorization. • Assess and evaluate security controls in accordance with NIST SP 800-53. • Analyze vulnerabilities, determine severity levels, and assess potential impacts on current or future system authorizations. • Support authorization efforts for large, complex IT environments consisting of multiple enclaves, AIS applications, and outsourced IT services (e.g., DLA-scale environments). • Brief senior leadership on authorization status, risks, findings, and recommendations. • Ensure compliance with applicable DoD cybersecurity policies and standards.
