Role Description JPI is seeking a database administrator (DBA) to assist the U.S. Coast Guard with large-scale government-wide database management for pay and personnel programs. The Functional Consultant will be a member of a team providing system upgrades, implementation and deployment, and maintenance to a federal client. The successful candidate will have: - At least 6 years of experience with a B.A./B.S. degree or 5 years of experience with a master’s degree. - Experience supporting database updates, implementations, automation for business process improvement, and interacting with high-level federal clients. - Thought leadership, critical thinking, and clear written and oral communication skills. - Ability to work effectively independently and in team settings, including close collaboration with program managers and client personnel. Responsibilities Include - Assist with day-to-day functions, queries, and data calls. - Conduct comparative analysis of data output system to ensure accuracy. - Debug any function errors and provide fixes accordingly. - Make recommendations for streamlining current and new program processes. - Maintain database structures and remove redundancies to reduce or eliminate the need for future restructuring due to outside changes as much as possible. - Maintain and develop user guides for existing databases. - Maintain all system and database permissions. - Perform ad hoc queries and VBA code base changes to match any changes from data sources to complete data processing requirements. - Perform end user reports and systems functions as needed. - Perform regular error reporting and regular data integrity checks. - Process backlogged data process items to ensure items are addressed. - Provide input on risk and issue tracking and mitigation strategies. - Provide guidance and direction in the fielding of common software of client’s network. - Test and document performance (time) efficiencies gained over the course of the development process. Qualifications - BA/BS with 6 years of experience or master’s degree with 5 years of experience. - Active Public Trust Clearance. - Proficiency in the following Microsoft applications: Word, Excel, PowerPoint, Outlook, One Note, Project, Visio, Teams, PowerBI. - Experience using MS Access, SQL (Jet SQL and TSQL), and VBA programming. - Experience with the Extract, Transform and Load (ETL) process. - Experience in Database Architecture. - Comfortable communicating with a range of stakeholders both orally and in email. - Experience building and maintaining a trusting relationship with the client and prioritizing demands. - Must be a self-starter with the ability to work effectively independently. - Proven ability to support and coordinate multiple projects simultaneously in a deadline driven process. - Ability to work remotely as needed at USCG HQ. Preferred Experience - Relevant experience in direct support of the US Coast Guard, Government Agencies supporting defense, Homeland Security. • Experience with information technology with an emphasis in helpdesk support and customer service. • Reviews, analyzes, and evaluates complex systems and user needs to enhance the overall operational system. • Resolves operational issues, coordinates work with programmers, and orients users to new system. • Provides system Helpdesk support and elevated Helpdesk Support. • Compiles and reports environment usage data through various documents. • Develops and maintains documentation to summarize usage; Maintain database to track license inventory and other environment metrics. • Leads and/or assists onboarding new team members and training existing team members on new tasks as necessary • Supports the implementation of performance metrics and process improvement efforts. • Ability to communicate clearly and effectively with Government clients. • Self-starter that can work on tight deadlines.

• Dashboard Design and Development: Review Qlik dashboards to ensure intuitive and user-friendly layouts. Create dynamic visualizations and KPIs tailored to stakeholder requirements. Leverage Qlik scripting and data transformation techniques for efficient data modeling. • Enhancements to Existing Dashboards: Identify and implement enhancements to improve functionality, performance, and usability. Update dashboards to align with evolving business requirements and data sources. • Testing and QA/QC: Perform thorough testing of dashboards and scripts to ensure accuracy and reliability. Conduct quality assurance and control (QA/QC) to validate data integrity and visualization consistency both across apps and within single apps. Troubleshoot and resolve issues identified during testing or reported by users. Complete any testing, validation, or troubleshooting with effective supporting documentation. Review scripts and visuals for compliance to best practices and business standards. • Data Integration and Transformation: Develop and maintain Qlik data models using Qlik Sense. • Documentation and User Support: Document dashboard designs, scripts, and workflows for knowledge sharing and continuity.

• Lead data governance initiatives for the USCG C&P Modernization effort. • Develop, maintain, and publish a Unified Enterprise C&P Data Dictionary. • Identify, analyze, and resolve data redundancies, inconsistencies, and quality issues. • Design and implement comprehensive enterprise-level data maps, high-level architectures, and artifacts. • Develop and operationalize data lineage frameworks. • Create detailed Data Flow Diagrams (DFDs), Entity Relationship Diagrams (ERDs), process models. • Perform in-depth data analysis on complex datasets from contracting, financial, and ERP systems. • Deliver actionable insights, governance reports, dashboards, and visualizations to USCG stakeholders. • Collaborate closely with cross-functional teams to gather requirements and validate data/governance needs. • Document and drive adoption of governance frameworks, data architectures, processes, and artifacts.

• Assist in development of the database visualization models • Edit and update internal database systems • Identify library information and update the current systems • Read and interpret government policy, regulations, and directives and applying those to required activities • Lead and facilitate client meetings and exercises • Identify strategies for automating and implementing efficient work management processes • Map complex business processes and communicate processes solutions to the client • Create project status briefings and reports • Develop project artifacts including charters, agendas, minutes, and correspondence • Identify risks to the trajectory of the project and develop risk mitigation strategies • Identify issues and develop issues resolution/escalation strategies • Participate in program management working sessions and support program managers in executing day-to-day project management activities.

• Providing administrative assistance, such as writing and editing e-mails, drafting memos, and preparing communications on the executive’s behalf • Maintaining comprehensive and accurate records • Organizing meetings, including scheduling, sending reminders, coordination of meeting materials and preparing conference room logistics. • Coordinating after action items for meetings, including minutes • Answering phone calls in a polite and professional manner • Welcoming visitors and identifying the purpose of their visit before directing them to the appropriate office or staff member • Managing the executive’s calendar, including making appointments and prioritizing the most sensitive matters • Serve as primary coordinator and manager of internal Task Management System for document routing and taskers from Senior Coast Guard Leadership. • Correspond with stakeholders across the Coast Guard to ensure taskers are completed on time • Securely coordinate handling of sensitive information from Freedom of Information Requests and Congressional enquiries • Accurately inputted tasker information and documentation and conducts quality checks on data entries • Prepare weekly report for Directorates in the Assistant Commandant for Human Resources on status of taskings • Promptly respond to enquiries and requests from stakeholders at the Coast Guard • Support Coast Guard Executive Team with preparation of Senior Principal (Flag Officer) reading materials

JPI has an exciting opportunity for an Operational Integrity Lead to join our Operational Integrity (OI) team located in Dallas, TX or San Diego, CA Operational Integrity exists to preserve the integrity of the project lifecycle as envisioned/defined, ensuring a well-balanced approach to both technical and commercial outcomes that yield successful project delivery. This role is responsible for ensuring projects are set up correctly from the start and remain aligned through design, permitting, capital close, and construction operations. The Operational Integrity Lead coordinates the technical and operational integrity of projects from predevelopment through construction completion. This role facilitates alignment between consultant teams, , internal project stakeholders, and field operations to meet key schedule milestones. This role supports cross-functional resolution of complex project issues in a timely manner to keep the project schedule on track. The Lead plays a key role in applying and continuously improving established frameworks for drawing phases, milestone tracking, and documentation handoff, supporting JPI’s design and development goals while ensuring operational alignment. The position will report to the Manager of Operational Integrity. Essential Functions & Responsibilities Consultant Procurement Support procurement, contracting, and ongoing coordination of design and consultant services in collaboration with the OI Manager and other stakeholders. Lead consultant onboarding (internal and external design teams) to establish scope clarity, financial control, deliverable expectations, and coordination standards. Review and validate consultant billings for alignment with progress and scope. Internal Stakeholder Alignment Coordinate weekly design agendas with design teams and track progress toward milestone commitments. Facilitate external stakeholder and consultant coordination meetings. Support alignment with planning, building systems, engineering, and architectural expression with operational and financial goals. Coordinate the interior and exterior material selection process. Ensure timely completion of branding and FFE meetings, leading to selections that align with rent comps identified in the Pre-IC phase. Drawing Phasing & Development Milestones Maintain and manage the Integrated Project Schedule (IPS) across development, design, dfx, preconstruction, and actively remove roadblocks in achieving targets. Track progress over milestone gates, ensuring pre-aligned outputs are met and mitigate risks before construction release. Create and report out progress on dashboards for deliverable status across internal and external teams. Owner Support Lead the cross-functional design coordination and issue resolution process. Perform timely technical and commercial validation of PCCO’s, and support resolution of issues, keeping JPI’s best interest in mind. Support project-based design changes, budget alignment, and deviations from design documentation, and help drive timely resolution to not affect project schedules. Serve as owner’s representative for construction and operations during active build, supporting fast-track decision-making for resolution of owner-related RFIs, Submittals, and field-driven revisions (after all preventative measures have been exhausted). Support implementation of policy and procedures for address registration. Support final drawing coordination with external jurisdictions. The actual base pay offered will be determined based on a variety of factors, including the candidate’s overall experience, skills, internal equity with existing associates, and the Company’s budget at the time of the offer. This range applies to base salary only. Additional compensation, such as bonuses or incentive plans, may be available and will be discussed with the Recruiter during the interview process. $54,000.00 - $170,000.00
