Key Qualifications - J.D. from an accredited law school and admission to a U.S. state bar (active and in good standing); U.S. Patent Bar registration (or eligibility) and an undergraduate technical degree (science/engineering) are preferred. - 8 years of intellectual property-focused legal experience, with significant experience in IP licensing and technology agreements. - Strong negotiation, drafting, and analytical skills; ability to deliver strategic, practical, business-oriented advice and influence senior stakeholders. - Patent prosecution experience, including partnering with inventors and internal stakeholders to gather technical and business information for filings; managing outside counsel; supporting drafting/review of applications; and driving prosecution decisions and workflows (e.g., searches, office action responses, examiner interviews, and maintenance coordination). - Experience with (or strong willingness to learn) government IP rights and clauses, including subject inventions and data rights; familiarity with FAR/DFARS is strongly preferred. - Excellent organizational skills and follow-through; ability to manage multiple matters in a fast-paced environment and work effectively across cross-functional teams. - Comfort with IP operations and systems; experience with (or willingness to learn) tools such as Legal Tracker, MDC, CPA Global, Anaqua, or similar platforms. A senior level nuclear engineer with an operational background is needed to develop program policy, procedural, and internal controls documentation in support of implementing microreactor technology (reactors rated below 20 megawatts electric (MWe)). Noting the development and testing of the DoD “Project Pele” demonstration program, the Army is considering follow-on deployment of microreactor technology initially at Army installations and then in operational energy scenarios. This microreactor technology leverages recent advances in designs to provide a transportable electric power system producing between 1-20 MW of electricity for expeditionary support and 24/7 installation power for mission critical loads. The advanced microreactor program is managed under the Assistant Secretary of the Army for Infrastructure, Energy and Environment (ASA IE&E), Nuclear Energy Office (NEO) and is ramping up to meet a wide range of installation, operational, engineering, logistic regulatory certification and permitting requirements. The NEO program will implement microreactor technology in accordance with Army Regulation 50-7 “Army Reactor Program” and other Army regulations, consistent with Executive Order (EO) 14304: Deploying Advanced Nuclear Reactor Technologies for National Security. Program plan documentation preparation requires leveraging and integration of information and knowledge from participating government organizations within DoW, U.S. Department of Energy (DOE), Nuclear Regulatory Commission (NRC), and other Federal and State agencies, and Army organizations involved in implementing nuclear energy technology. The Army’s NEO policy and guidelines documentation spans reactor operational and quality assurance and system management to safety, security, and environmental controls. Responsibilities - Primary integrator and author of NEO regulatory documentation - Provide nuclear power system operations, engineering, and integrated logistic support subject matter expertise - Analyzes and interprets complex data. Takes a broad perspective to identify innovative solutions. - Prepares and presents advanced technical reports and presentations to client, both formal and informal. - Assist with inter- and intra-agency collaboration and coordination. - Participates in and leads technical working groups as required. - Expected to grow into NEO program expert and representative - Supports business development efforts led by others and maintains business interactions with external clients. - Participates in scientific conferences, peer review panels, and increases company visibility through publications. - Trains lower-level staff to improve technical development. Coordinates and provides day-to-day work direction to lower-level staff to support overall project goals. Key Qualifications - Bachelor’s degree in related field with 8 years of experience or master’s degree in related field with 5 years of experience or PhD with 2 years of experience; or an equivalent combination of education and or experience in a related field. - Nuclear Power operations and policy experience - Proven multiple-role leader with the ability to adapt and succeed in rapidly changing business environments by using strong interpersonal skills while leveraging robust analytical and technical expertise. - Consensus builder easily develops and cultivates relationships with diverse sets of internal and external stakeholders.
