• Develop and execute strategic communications plans, stakeholder engagement strategies, and organizational change communications supporting EHRM initiatives and enterprise transformation efforts. • Create, edit, and disseminate communications products including executive briefings, talking points, newsletters, articles, presentations, toolkits, training materials, and digital communications for internal and external stakeholders. • Draft executive correspondence, leadership messaging, presentations, and scripts while translating complex clinical, operational, and technical information into clear, audience-focused communications aligned with federal plain language standards. • Collaborate with government leaders, clinicians, subject matter experts, and cross-functional teams to ensure messaging consistency, operational readiness, stakeholder engagement, and successful adoption of enterprise initiatives. • Manage communications content on SharePoint and enterprise collaboration platforms, monitor engagement metrics, and recommend improvements to optimize outreach effectiveness and user engagement. • Ensure all communications materials comply with Section 508 accessibility standards, organizational style guides, and established review and approval workflows. • Develop success stories, outreach materials, and human-centered communications that highlight program impact, end-user experiences, and organizational priorities.

• Coordinate planning and execution of special projects directed by VHA Leadership Offices • Align initiatives with enterprise priorities and leadership directives • Establish and manage an intake process for new initiatives and special projects • Develop and maintain executive dashboards and tracking tools to provide real-time visibility into leadership actions • Deliver executive-level status reporting using standardized formats (e.g., Green/Yellow/Red) • Generate data-driven insights to support high-priority strategic initiatives • Maintain visual management boards and portfolio tracking for executive stakeholders • Provide a consolidated portfolio view of all DUSH-led initiatives • Support development of executive briefings, reports, and presentation materials • Integrate reporting tools with enterprise collaboration platforms where applicable

• Support the execution of a large, complex federal healthcare program focused on advancing telehealth capabilities and digital health solutions in support of the Veterans Health Administration • Coordinate day-to-day operations across initiatives that enhance access to care, improve clinical workflows, and expand the delivery of virtual health services for Veterans nationwide • Serve as a key integrator across technical, clinical, and operational teams, translating VHA priorities into actionable plans while maintaining visibility into program performance, risks, and dependencies • Oversee program operations, tracking deliverables and milestones tied to telehealth and health IT deployments • Support enterprise-wide implementation efforts across VHA medical centers and partner sites • Facilitate communication among government stakeholders, clinicians, and technical teams • Support workforce coordination; ensure consistency in processes, documentation, and reporting • Monitor program performance, support risk management and quality assurance activities, and drive continuous improvement initiatives aligned with VHA mission outcomes

• Provide telephone and email support to Veterans during scheduled Help Desk hours • Assist Veterans to understand the purpose of the survey, navigate survey materials, and complete the survey • Communicate clearly and consistently using VA-approved Help Desk scripts • Accurately log all contacts, dispositions, and resolutions in accordance with quality control • Recognize indicators of emotional distress and apply the VHA-approved Distressed Veteran Process • Complete all required initial and refresher training

• Support the Veterans Health Administration’s (VHA) RISE Implementation initiative by providing financial analysis and reporting support. • Assist in collecting, validating, and analyzing baseline financial data. • Contribute to financial tracking, budgeting support, and performance monitoring activities. • Assist in the development of financial models and supporting cost analyses. • Support the identification of financial risks and dependencies.

• Apply business process reengineering methodologies to streamline operations, reduce complexity, and improve efficiency. • Develop implementation checklists, execution trackers, and process improvement plans. • Support coordination of organizational changes and facilitate cross-functional integration across VHACO and VISNs. • Monitor progress toward Full Operating Capability (FOC), track key performance indicators (KPIs), and contribute to post-implementation reviews and continuous improvement recommendations.

• Support the Department of Veterans Affairs (VA) in executing the Veterans Health Administration (VHA) Restructure for Impact and Sustainability Effort (RISE) • Develop, coordinate, and deliver clear, consistent, and actionable communications • Ensure messaging aligns with executive priorities and supports workforce engagement • Develop and execute communication strategies and products that support leadership engagement • Conduct stakeholder analyses and contribute to change impact assessments • Collaborate closely with executive leaders, project managers, workstream leads, and cross-functional stakeholders

• Coordinates daily and weekly Help Desk staffing schedules to ensure adequate coverage during operating hours and surge periods • Provides coverage for Help Desk staff, when needed, to cover unexpected gaps and to support call volume for timely support • Monitors call volume and operational demands, communicating staffing needs, risks, and opportunities for improvement with the Project Manager • Works closely with the Project Manager to support initial and just-in-time Help Desk training, ensuring staff fully understand workflows, scripts, and protocols • Supports Help Desk staff in responding to distressed Veteran interactions and ensures proper application of the tiered distress protocol • Monitors Help Desk performance for consistency, professionalism, and adherence to protocols.

• Assist in analyzing how policy changes affect business processes, staffing models, and governance structures. • Contribute to the development of policy-related recommendations. • Support the development of assessment tools and summarize findings from stakeholder interviews. • Prepare reports that translate policy requirements into actionable implementation guidance. • Support coordination efforts to ensure policy compliance during implementation. • Contribute to tracking issues, risks, and dependencies related to regulatory or policy constraints.

• The Project Manager, Finance leads financial tracking and performance oversight across RISE implementation workstreams, ensuring alignment of budget, resource utilization, and financial reporting with implementation milestones and program objectives. • The role supports effective governance by providing visibility into financial performance, identifying risks, and enabling data-driven decision-making using budget trackers, resource utilization reports, and financial performance dashboards. • This includes monitoring labor hours, tracking expenditures against planned budgets, and ensuring accurate reporting in alignment with contract requirements and implementation timelines. • In this role, the Project Manager supports program management and governance activities by integrating financial data into broader program reporting and works closely with program leadership, workstream leads, and functional liaisons to ensure financial alignment across VHA Central Office (VHACO), Operations Centers, and Veteran Integrated Service Networks (VISNs). • The Project Manager also supports identification and mitigation of financial risks, monitors variances, and recommends efficiency and resource allocation improvements while ensuring compliance with federal financial management standards, contract requirements, and reporting expectations.
