Role Description The Buyer II supports high-volume procurement and strategic sourcing activities, with a strong focus on cost savings and supplier performance. This role processes purchase requisitions and purchase orders, manages sourcing events from initiation through execution, negotiates with suppliers, supports contract creation and execution, and drives cost-reduction initiatives. The Buyer II partners closely with internal stakeholders to support operational and capital expenditure purchasing needs while ensuring timely project completion, supplier compliance, and procurement accuracy. - Independently manage end-to-end strategic sourcing projects, including RFQs, RFPs, supplier identification, evaluation, selection, and contract negotiations. - Drive cost savings initiatives by analyzing spend, comparing supplier quotes, and securing favorable commercial and contractual terms across indirect spend categories. - Process high volumes of purchase requisitions (PRs) and purchase orders (POs) in a procurement or ERP system with same-day turnaround requirements. - Support both operational and capital expenditure purchasing requests while maintaining compliance with internal policies and procedures. - Manage approximately 100 purchase requisitions per month with a high level of accuracy, attention to detail, and urgency. - Perform detailed cost analysis and spend analysis to identify savings opportunities and quantify achieved savings against targets. - Prepare, review, and coordinate supplier contracts and agreements, ensuring terms are accurate, risks are mitigated, and approvals are obtained in a timely manner. - Collaborate cross-functionally with Legal and business stakeholders to reduce contract rejections and ensure timely execution of supplier agreements. - Resolve supplier issues related to performance, delivery, pricing, or contract terms, and escalate risks appropriately. - Manage multiple sourcing engagements and supplier relationships simultaneously, prioritizing work to meet sourcing timelines and project deadlines. - Provide regular updates to leadership and internal partners on sourcing progress, savings outcomes, and procurement project status. - Maintain accurate documentation of sourcing activities, contracts, cost analyses, and supplier communications in relevant systems. - Use intermediate to advanced Excel skills to build reports, perform cost analysis, and support data-driven supplier recommendations. - Support continuous improvement of procurement processes, tools, and templates to enhance efficiency, accuracy, and cost-effectiveness. Qualifications - 4–6+ years of experience in strategic sourcing and supplier negotiations, managing sourcing projects from initiation through execution including RFQs, RFPs, supplier selection, and negotiations. - Proven ability to achieve measurable cost reductions and make supplier recommendations based on data and business needs. - 4–6+ years of experience in procurement or purchasing operations, processing high volumes of purchase requisitions and purchase orders in a procurement or ERP system. - Demonstrated ability to manage approximately 100 purchase requisitions per month with strong accuracy, urgency, and compliance with policies. - 4–6+ years of experience in cost savings and spend analysis, including cost analysis, supplier quote comparisons, and identification of savings opportunities. - Strong analytical mindset with the ability to quantify savings and support recommendations with robust data and reporting. - 3–5+ years of experience in contract and supplier management, including preparing contracts, reviewing terms, coordinating approvals, and resolving supplier issues. - Strong attention to detail and ability to work cross-functionally with Legal and business stakeholders on contract-related matters. - 4–6+ years of experience in stakeholder communication and project management, managing multiple sourcing engagements and cross-functional projects simultaneously. - Organized and deadline-driven, with the ability to communicate effectively with suppliers, leadership, and internal partners. - Bachelor’s degree required. - Intermediate to advanced proficiency in Microsoft Excel, including Pivot Tables, VLOOKUP/XLOOKUP, reporting, and cost analysis. - Strong analytical, documentation, and problem-solving skills. - Experience in supplier relationship management within a procurement or sourcing context. Requirements - Experience with Ivalua or a similar Source-to-Pay (S2P) procurement system is preferred. - Experience working in a high-volume, cost-reduction-focused procurement environment. - CPM or CPSM certification is preferred. - Experience managing indirect spend categories and supporting both operational and capital expenditure purchasing. - Demonstrated ability to build and maintain productive supplier relationships that support business objectives. - Experience preparing and presenting data-driven recommendations and savings reports to leadership. - Ability to adapt to changing business priorities while maintaining high standards of accuracy and compliance. • Independently develop a sourcing strategy to deliver cost savings and cash flow targets • Analyze spend data to identify cost savings and cash flow improvement opportunities • Identify and develop preferred supplier network and achieve supplier consolidation • Negotiate contracts and purchases of Contract Manufacturing services and raw materials to ensure best conditions for Customers, Third Party Suppliers and Solenis plants. • Collaborate and develop strong relationships with global and regional Sourcing, Supply Chain, R&D and Marketing • Build strong relationships. • Understand and communicate KPIs with respect to PPV, OTIF, Working Capital and Cost Out • Track results and communicate work progress during on-line meetings at critical milestones and/or regularly scheduled • Lead NA procurement projects • Engage suppliers on pricing and supply related issues for new product quotes, volume transfers and/or cost savings projects • Oversee regular supplier audits and measure supplier performance. • Manage intermittent supply issues and support planning organization to ensure supplier performance and compliance. • Develop appropriate communications to advise Business of supplier performance and work together with Quality department to make sure CMs comply with quality procedures. • Coordinate with Global team as appropriate SAP Workflow items (vendor requests, material requests, FAA approval of PO’s, etc.) • Utilize e-technologies as applicable (Coupa, SFDC, reverse auctions, etc.) • Ensure compliance with Solenis Environmental, Health & Safety, and Responsible Care programs.

• Partners with Talent Acquisition on execution of designated roles to source • Performs initial outreach and basic screening to determine a candidate's interest level and basic fit, then presents to assigned talent acquisition partner. • Responsible for sourcing High-volume, common, or repeatable roles (e.g., Environmental Services, Security, PCTs, LPNs, EDTs, Medical Assistants, General Administrative Staff). • Meets and exceeds sourcing performance metrics • Performs sourcing using various tools including LinkedIn Recruiter, Indeed Resume Database, Job Boards and candidate lists. • Utilizes a variety of social media channels to attract talent including Facebook, Twitter, Instagram, TikTok, LinkedIn etc. • Thinks creatively about recruiting processes and procedures to help maintain a talent pipeline which will support our growth over the coming years • Provides a stellar candidate experience and develop strong relationships with candidates • Attends networking events to source talent, including job fairs, professional conferences and open house events. • Develops knowledge of current marketplace and trends to ensure competitive hiring. • Ensures accurate reporting and data management in talent acquisition systems. • Performs other duties as assigned.

• Responsible for strategic sourcing, category management, and contract oversight across T. Rowe Price's Infrastructure category • Manages a complex portfolio of infrastructure spend, including data center services, cloud infrastructure, network and telecommunications services, hardware, end-user computing, storage, compute, managed services, and related technology operations suppliers • Partners with business stakeholders to develop category strategies that optimize cost, mitigate risk, enhance supplier performance, and support enterprise technology objectives • Develops and executes category strategies for Infrastructure-related spend, aligning sourcing initiatives with business priorities, technology roadmaps, and future-state operating models • Owns supplier spend management across infrastructure categories • Leads complex sourcing events, supplier negotiations, contract renewals, benchmarking activities, and competitive bid processes • Partners with Infrastructure, Architecture, Engineering, Security, Operations, Finance, Legal, and Risk stakeholders to identify sourcing opportunities and support strategic technology initiatives • Conducts market analysis and maintains deep knowledge of infrastructure technology trends, supplier landscapes, pricing models, licensing structures, and emerging industry practices • Negotiates and manages complex commercial agreements • Identifies and delivers cost optimization, vendor consolidation, process improvement, and value creation opportunities across the infrastructure supplier portfolio • Ensures supplier compliance with internal governance, information security, regulatory, operational, and third-party risk management requirements • Provides category expertise, guidance, and strategic recommendations to leadership and business partners regarding infrastructure investments and supplier strategies
