Role Description TerraPower is seeking to hire highly motivated and forward-thinking professionals who are interested in focusing on advanced nuclear reactor research and development and influencing change within the nuclear power landscape and bringing forward the critical production of medical isotopes. The Nuclear Physical Security Engineer is a remote based, Rockville, MD or Bellevue, Washington based position that reports directly to the Senior Manager, Security and Safeguards Programs, Regulatory Affairs and Licensing and provides day-to-day support of TerraPower projects and assists in the development of Physical Security Programs to meet established regulatory requirements. The primary focus of this role is to support the development of Physical Security Programs by: - Working in close consultation with Engineering staff to ensure regulatory requirements are identified and implemented. - Assisting in defining and executing the design and licensing strategy for Physical Security Programs. - Developing physical security programs, including Access Authorization (AA) and Fitness For Duty (FFD), across construction, fuel delivery, and operations. - Participating in interactions with the U.S. Nuclear Regulatory Commission, including licensing discussions and preparing/reviewing topical reports. Responsibilities - Assisting in the successful implementation of licensing actions associated with Physical Security Programs for both construction and operations. - Supporting the design, construction, and implementation of all physical protection systems including barriers, access control facilities, intrusion detection & assessment systems, training facilities, and security response positions. - Supporting the development of security life cycle documents to include project plans, concept of operation plans, procedures, and implementation plans. - Supporting the development and implementation of regulatory documents such as physical security plans, training and qualification plans, and contingency response plans. - Performing nuclear security assessments necessary to support the development of the site’s security protective strategy and contingency response plan. - Serving as a security liaison to internal and external stakeholders to support plant design, safety & security interface, regulatory requirements, and the development of memorandums of understanding or other support documents. - Utilizing work management processes to prepare and review technical materials and support nuclear safety programs. - Coordinating with design personnel to ensure new designs and design changes meet physical security regulatory requirements. - Preparing, reviewing, and maintaining licensing documentation in compliance with Physical Security Design Programs. - Interfacing with technical discipline teams at TerraPower, partners, and contractors. - Preparing and reviewing technical material prepared by themselves and others. - Reviewing correspondence to and from the Nuclear Regulatory Commission. - Serving as an SME for AA and FFD to include the regulations and guidance. - Providing subject matter input and assisting in developing and delivering comprehensive training and communications (AA, FFD, Behavior Observation, fatigue management) for staff and contractors. - Assisting in nuclear security program audits and assessments necessary to ensure compliance with program requirements. - Reviewing correspondence to and from the Nuclear Regulatory Commission as requested. - Helping promote a company culture that encourages top performance, high morale, and a focus on industrial safety. - Maintaining a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, partners, suppliers, co-workers, and management. Qualifications - Bachelor’s degree from an accredited University and 15 years direct experience developing and implementing nuclear security programs in operating plants and/or nuclear new-built projects. - Demonstrated knowledge and compliance with US NRC 10 CFR Regulations and the application of US NRC and Nuclear Energy Institute guidance related to 10 CFR regulations and their implementation. - Experience with developing nuclear physical security program implementation strategies, project plans, and physical security design concepts. - Demonstrated experience developing security programs during the phases of new plant nuclear plant construction through operation of new nuclear plant construction. - Knowledge of current trends and nuclear industry activities related to physical security program implementation. - Capability and willingness to adhere to strict quality assurance standards. - Self-starter with the ability to perform assigned duties and manage deadlines with minimal direction. - Proficient in MS Office Suite (Word, PowerPoint, Outlook, Excel) and Adobe Professional. - Ability to work on simultaneous tasks that require a multi-disciplinary approach. - Experience in interactions with the Nuclear Regulatory Commission staff. - Project management experience, including the use of project management tools, and the capability and willingness to assume full responsibility for a project task. - Excellent technical writing, communication, and presentation skills. - High degree of trust and integrity, with open communication and respect for fostering teamwork.
